An Applied Research On Electronic Government Procurement Model In China

The very beginning of Government Procurement starts from 1996 in our country; gradually expand the pilot provinces and introduce the relevant government procurement system in 1998; spread out through all over the country in 2000; formally promulgated the "Government Procurement Law of People’s Republic of China" in 2003; until the amount of government procurement broke one trillion in 2012. The Government Procurement experienced several periods from bud to development and then to improvement. The total of our country’s Government Procurement sustained high growth. And the purchasing expands coverage. In our country, Government Procurement is responsible for multiple missions including saving financial funds, guiding industry restructuring, coordinating with macro-control as well as implementing the central policies. Along with the rapid development of electronic information technology, how to use information technology to standardize Government Procurement process and constraint different parties’ act in Government Procurement, becomes a directional development of China’s Government Procurement problem to be solved. For this reason, the electronic trading platform Government Procurement has emerged and has been more and more being applied to the practical Government Procurement work in different provinces.In this paper, the standard analysis, comparative analysis, document analysis and theory induction are used as research methods; flow charts, diagrams and frameworks are used to help analysis. We analyze the current stage of construction and implementation of specific programs from some of China’s provincial and municipal procurement of electronic auction platform as a basis. We sort out the relevant theoretical basis of the electronic government procurement auction platform. We also analyze the pros and cons of the electronic government procurement auction platform, factors that affecting the outcome of the procurement and attendant economic and social issues from the theoretical point of view. We also explore the scope of the problem and application methods of the electronic government procurement auction platform in our government procurement activities, which have certain guiding significance to further application and development of the electronic government procurement auction platform in our country.The premise of this paper is to ensure fairness and to promote efficiency. The goal of this paper is to improve the value for money of procurement projects and to meet the needs of the purchaser. This paper proposes targeted suggestions for further development of the construction of electronic government procurement auction platform in our country, based on establishing a unified standard electronic auction trading platform; promoting a more reasonable price bidding mechanism and monitoring mechanism, establishing standard library of product demand and service, formatting evaluation mechanisms after sale and proposing more suitable scheme for current stage of the electronic government procurement auction platform.
