Based on the research about the target responsibility system of the existing cultivated land protection, the paper analyzed the responsibility of properties on the cultivated land protection borne by the government, rural collective and farmers, after discussing the operation mechanism, achievements and defects of the existing check mechanism in the past 10 years, The assessment system was found to contain a significant reduction in farmland,it has also exposed the main problem that the responsibility to protect arable land evaluation is not comprehensive, the effectiveness of the protection of farmland is easily distorted.In this paper, it uses principal-agent theory to analyze the reason for the inconsistencies on the goals and interests between the central and the local authority and present an idea about how external evaluation can be introduced into the assessing performance in meeting farmland protection targets, which is based on polycentric governance theories, then demonstrate its necessity, feasibility, utility. This paper analyzes the ways of introducing external evaluation and puts forward a series of measures, such as building a sector independent from the government, opening up the source on evaluation funds with the equality of right and responsibility, regulating the evaluation basis and principles, exploring the evaluation ways and the application on its results.This paper also compares the advantages and disadvantages of external evaluation and internal evaluation from three aspects: the authenticity of the farmland protection effects, the accuracy and the efficiency of lasting protection. It concludes that the external evaluation with the direction of examining the effects of farmland protection is better than the internal evaluation brought by government self-examination. It introduces social power into the farmland protection taken by government, which is an innovation of the paper.The research suggests that there is a certain risk when governments implement the external evaluation as a new way to judge their achievement and predicts the resistance is mainly generated by local governments’ path-dependent. Finally, the paper proposes some countermeasures and makes some prospects of its development.
