The purpose of this study is to estimate the development potential land in Beijing basic farmland conservation, providing foundation for the land reclamation planning. By using the3S technology and the peasant household Investigate union method, the spatial analysis method, mathematics modeling and so on, the study carried on the synthesis reckoning analysis. The research results showed that the scale of the adjustable soil class were limited,which may increase approximately4789hectares farming land. The Basic farmland protectorate farming quantity increasing mainly has three origins:the restructuring of the agricultural farmland construction; the reclamation of the countryside residential area and the abandons industry mining, the development of the non-used farming land. through the farmland improvement, the scale approximately is3300hectares. The potential of the quality promotion refers to the gap between the present situation level and the promotion situation after the development and arrangement. It can be divided into two kinds, which are the theory potential and achievement potential. The farming quality theory promotion potential were main in between grade2-8, the reliable quality promotion potential were between grade1-4. In the basic farmland protection area, the achievement potential quality is about60%of theory promotion potential. the situation of the different parcel, the quality promotion potentials are related with the different land utilization technology and the horizontal. The protection direction of the basic farmland can summarize as:exchanging presses the scale, plans superior the layout, adjusts the structure by the market.
