The Behavior Analysis And Degree Evaluation Of Household's Participation In Farmland Protection

Farmland protection is one of China's basic national policies, and it is essential to ensure our country's food security. Since 1997, the State Council proposed to carry out the strictest farmland protection policy for many times, and constituted a series of regulations, such as total dynamic balance of farmland, basic farmland protection, and land use control. However, the sharp reduction of farmland area has not controlled, from 1997 to 2007, the total area of farmland reduced form 129.9031 million ha to 121.7352 million ha, and the reduction was 8.1679 million ha. Some scholars think that the land expropriation system's deficiency result in sharp reduction, they also put forward some suggestions to improve land expropriation system, for keep the occupied farmland's area within limits. Although these measures can reduce the amount of farmland occupied, it cannot solve the problem of sharp reduction of farmland area fundamentally. In order to solve the problem, we need to focus on farmland's direct user—household, and try to improve their positivism of participation in farmland protection.This article takes household's behavior of participating in farmland protection as research point. According to the analysis of household's behavior, the writer generalizes its characteristic; concludes factors that affect it, and summarizes decision mode of household's behavior. Furthermore, the article attempts to use Fuzzy Comprehensive Evaluation Method and Analytic Hierarchy Process to evaluate the degree of household's participation in farmland protection, it mainly contains following steps: choosing indexes, confirming indexes'weight, designing indexes'hierarchies, and then evaluating the degree with counting result. At the end of the article, the author makes a practical analysis of Suohe town in Caidian District, Wuhan city.
