With the rapid development of industrial productivity, the global resources and environment problem is becoming more and more serious. On the one hand the development of economy improved people’s living standards, but on the other hand, the excessive exploitation of resources and environment to make carrying capacity of resources and environment is on the verge of collapse. There is a mutual influence and mutual restriction relationship between resources, environment and economic development. Carrying capacity of resources and environment is an important index that measure the ability of the quality conditions and capacity of resources and environment to carry the interference of human activities. The depth study on carrying capacity of resources and environment has a strong theoretical and practical significance in today’s society. How to promote regional sustainable development through analyzing the relationship between regional carrying capacity of resources and environment and economic development became focus of this paper.This paper takes Beijing as an example for study on the relationship between carrying capacity on resource and environment and economic development. Combined with the emergy theory, defining the “eco-economic” system of Beijing through analyzing local basic situation. Then using the energy flow to describe energy transfer of various substances and using gross domestic product(GDP) to indicate economic growth through the system energy flow analysis. Based on the above analysis, calculating the main energy flow input system according to the standard of energy analysis table and concludes basic emergy items from 1995 to 2012 in ecological economic system in of Beijing. Based on the data of basic emergy items, calculating the renewable carrying capacity of Beijing and the environmental carrying capacity of Beijing, contrastively analyzing the evolution trend of population growth and renewable carrying capacity during the period of 1995 to 2012, then analyzing the evolution trend of environment carrying capacity during the period of 1995 to 2012 to study the major change of the environment pressures, concluding that carrying capacity decline year by year with the excessive consumption of resources and the main environmental pressures discharge from absorbing the waste by human emissions to the overexploitation of resources for supporting human activities. Combined with the analysis of the resources environmental and economic analysis subsystem and the analysis of the renewable carrying capacity of Beijing and the environmental carrying capacity of Beijing, using Vector Auto Regression model to study the relationship between regional carrying capacity of resources and environment and economic development evolved over time.Research on carrying capacity of resources and environment based on the theory of sustainable development is an important hot topic. This paper discuss the relationship between carrying capacity of resources and environment and economic development, provide a reference for coordinating the relationship between resource use, economic development, population growth and environmental pollution.
