The Study And Assess On The Situation Of Resources And Economic Carrying Capacity In Minqin County

This study has analyzed the relationship among social - economic - environmental system in Minqin County, using sustainable development theory as a direction, combining sociology, economics and other disciplines theories, adopting the method of combining theoretical analysis and comparative analysis, through calculating and analyzing the economy capacity and the relative carrying capacity, and get the following conclusions:1. The problem of ecological environment is still severe in Minqin County. The conflict of water resources is going to exist for a while, meanwhile both irrational industrial structure and short of power for development build up dual pressure to coordinated development of resources and environment & socio-economics.2. The analysis of economic capacity showed that, with the growth of total GDP, the secondary industry, and the third industry, labor resources present an extensive mode characteristic. Low efficiency of human resources keeps pace with the weak industrial foundation and structural contradictions. The economic growth further widened the income gap between urban and rural areas. Water resources, farming land, grassland and other areas have beyond bearing limit, and they are unsustainable. The utilization of coal, diesel, and electricity resource is not enough, which means it should be potential for further tapping. The number of motor-pumped well is an absolute load, which reflects the serious situation of groundwater overexploitation to a certain extent. The amount of practical application for fertilizer relatively equals the intensive practical load, that is, the efficient application of crop fertilizer in the process of economic growth ties in with the development of the featuring farming trend these years in Minqin County. Although the discharge of industrial wastewater could meet environmental requirements, the investment for control still lagged economic growth.3. The analysis on relative capacity in Minqin County showed that the relative carrying capacity of economic resources symbolized a rising trend 2002~2008, however, still in the state of overload; relative carrying capacity of landing resources keeps in a stable trend, slightly off, and the relative carrying capacity of water resources decreases significantly. Economic growth is achieved by a mass of water input and consumption; the proportion of high resources-consumed industries is still excessive which reflected the characteristics of extensive mode growth.On a whole, comprehensive carrying capacity of resources is still in a state of overload, and the population carrying capacity is still declining. Compared with the relative carrying capacity in 2-County &1 District, the analysis results showed that the endowment of natural resources within the region are different, which means the model of developing is diverse. Liangzhou District as the social&economic and culture&education centre has better economic carrying capacity than some other Districts. However, the shortcoming is the relative intensity of economic development and the relative lack of natural resources; The economic development in Minqin, Gulang, Tianzhu is relatively lagging behind, in which Gulang and Minqin have a relatively abundant land resources, and Tianzhu County has the advantage of water resources.By optimizing the industrial structure, the situation of resource constraints can be prevented efficiently, which can complement each other to achieve coordinated development of the region as a whole. The result of comparative analysis with Hexi Corridor region shows that the degree of resource abundance has an influence on the socio-economic development to some extent. Jinta and Guazhou County have a very good water resources carrying capacity and the relative economic capacity is also higher than Minqin County. According to the specific situation of resources carrying capacity in Minqin County, there are some measures should be taken to reduce the dependence of natural resources to alleviate the ecological pressure on the environment, which needs to promote the improvement of economic capacity, vigorously promote the second and third industry development, and changes the socio-economic development model to improve the coordinated relationship between the socio-economic and the ecological environment effectively.
