Study On Economic And Intensive Use Of Land In Xiangtan High-Tech Development Zone Under The Background Of Quality-Improvement And Space-Expansion

As an important engine of the regional economy and society, the new & high-tech industrial development zones have been highly valued and flourished in the whole world. Up to 2014, the amount of the zones in China has reached 114, which become the core bases and the back bones of national industry and economy. Along with the accelerated construction of the integration course of the urban agglomeration, CZT, and the new-type urbanization, and as well as the establishment of national independent innovation demonstration zone in CZT, Xiangtan high-tech development zone is hugging with a new round of development opportunities. But under the pressure of strict policies on economical and intensive utilization of lands and the challenges of the land extensive use existing in the vast majority of development zones, Xiangtan high-tech development zone still has a long road to run and desiderates scientific and innovative guidance.The paper analyzes the background and necessities for the strategy of quality-improvement and space-expansion in Xiangtan high-tech development zone, taking the current situation and appraisal results of economical and intensive utilization of land as the basis of that strategy. Then the author makes a suggestion on the land use during the schedule of space-expansion is implementation. The third chapter mainly introduces the spatial structure, industrial basis and population situation and analyzes the advantages and disadvantages of the study area. And it can be found from the analysis that the industrial park is too small and future development is limited, so to improve the industry structure and enlarge the space in this area is quite necessary. The fourth chapter provides convincing proof of the necessities of space-expansion of the present region. According to the evaluation results, the economical and intensive land use of this region is at high-level with the score of 87.57. Besides, the available time of land utilization is less than three years.The paper states four alternative plans of spatial-expansion and chooses the “Yangjiaqiao-Hekou” plan as the most suitable one after comparison with Analytic Hierarchy Process. And then the author further briefly introduces the development orientation, functional orientation, constructional land index and spatial structure planning of the new ground after a feasibility study on the “Yang-He” plan. Finally, the paper proposes some suggestions on land use according to the research, including the “city and industry integration”, “industrial agglomeration”, “construction mode of development areas” and “innovation of land policy”.
