| Since the industrial revolution, as global economy develops rapidly, when humans are enjoying the benefits of economic development, are also facing problems threatening to human survival and development like climate warming, environmental pollution, energy crisis, etc. Therefore, the energy conservation and the development of low-carbon economy has become the focus and hot spots around the world. China is growing stronger and stronger, and has begun to pay attention to the coordinated development of economy, society and ecology while maintaining economic development high speed. Besides, we have formed a "both golden,silver hill and clean water, green mountains as well" consensus, which can be achieved by the development of low-carbon economy.The park is an important carrier of China’s economic development. At present, China has tens of thousands of various parks, in which the proportion of low-carbon parks is relatively small, and most of the parks lack unified planning, failing to play its desired role. Rational planning of low-carbon park layout and formulating strategies according to local stations are important to promote the transformation and upgrading pf parks, to realize the transformation of the regional economic development, and to promote the low-carbon development.This paper takes Anqiu Qinglongshan Low-Carbon Industrial Park as an example. First, the importance and the emergency of the analysis of the development of low-carbon economy from domestic, and the construction of low-carbon industrial park are discussed.Based on the low-carbon economy theory and low-carbon Park theory, the theory of low-carbon industrial park is proposed. Secondly, with the guidance of low-carbon zone theory, low-carbon economic theory, circular economy theory and the sustainable development theory, combined with the actual situation of Anqiu Qinglong mountain low-carbon industrial park, based on widely collected materials, PEST and SWOT analysis methods are adopted to analyze macroscopic environment, the development of the internal and external environment of the park. Thirdly, based on the analysis of development mode of Tianjin Economic and Technological Development Zone, Jiangsu Suzhou Industrial Park, Qingdao national hi-tech Industrial Development Zone, the experience of the development of low-carbon industry park is concluded. Forth, based on the analysis and forcast of Anqiu economy, industrial development and the future development of the target, ideas of the development strategy of Anqiu Qinglongshan Low-Carbon Industrial Park, namely "13337 low-carbon development" are put forward:one goal-the construction of the park as a low-carbon industry in the Province and even the national demonstration zone; the three major functional areas-low-carbon production functions of the District, the planning of low-carbon industry incubation area and low-carbon ecological tourism zone; three main parties-the government, enterprises, social joint force; three tasks-to speed up industrial low-carbon development, to change the way of energy using, to strengthen the park management as the key; seven security-to strengthen the organization and leadership, to make development planning, to imize development environment, to perfect the policy system, to strengthen technology innovation, to emphasize talent team construction, to cultivate the idea of low carbon. Fifth, the park planning layout, and accelerating the development of low-carbon industry, transformation of the mode of energy use, strengthening the management of the park and other key tasks are analyzed. Finally, measures are formulated from the seven aspects of organization and leadership, development planning, park environment, policy system, technological innovation, talent team and low-carbon concept. In this paper, the research object is the industrial park in the period of construction development and structure adjustment, which can provide certain reference for other low-carbon industrial parks. |
