With the continuous expansion of the scale of high-tech industry, more and more attention has been paid on high-tech enterprises. Attracting and introducing technological talents has become an important way of science and technology enterprises to increase competitiveness and comprehensive strength. Therefore, research on the agglomeration of talent in science and technology has been paid more attention. Scholars from different perspectives to explore the technological talents agglomeration effect which is produced by technological talents. Through the review of related literature, the technological talents agglomeration effect is divided into the economic effects and non economic effects.Economic effects can bring positive influence for the enterprise, but non economic effects have an unfavorable influence on the development of enterprises. In this paper, the economic effect what is produced by technological talents agglomeration is the main research.In this paper, drawing on the research results of scholars such as Niu Chonghuai, the technological talents agglomeration effect consists of knowledge spillover effect, innovation effect, scale effect, time effect, information sharing effect, collective learning effect, incentive effect and regional effects eight effects. On the positive relationship between the technological talents agglomeration effect and the various dimensions and innovation performance. At the same time, the introduction of organizational commitment as a moderator. Besides, the moderating effect of organizational commitment is put forward to explore the relationship between the technological talents agglomeration effect and innovation performance.This paper obtains data through questionnaire, the data were analyzed by SPSS19.0. Firstly, the reliability and validity of technological talents agglomeration effect scale, innovation performance scale and organizational commitment scale are analyzed to determine the accuracy and feasibility of the questionnaire, and then form the formal questionnaire. Secondly, based on the reliability and validity of test, descriptive statistics and correlation analysis are analyzed. At the same time, the hypothesis is proved correctly by the regression analysis. Through empirical research, the positive relationship between the technological talents agglomeration effect and innovation performance is proved truly. Besides, the moderating effect of organizational commitment is confirmed.This paper constructs the model of relationship between technological talents agglomeration effect and innovation performance. At the same time, introduction of organizational commitment as a moderator. According to the results of empirical research, put forward some opinions and suggestions, such as perfect the talent introduction system and policies to create a superior talent introduction environment; increase the science and technology innovation fund and the investment in education to provide adequate support and so on.
