Research On Public Finance Compensation On Urban Worker Endowment Insurance Gap Of Shandong Province

Currently, the gap between income and outcome of urban worker basic old pension insurance of China becomes a hot topic. That problem has something about both of a sustained, rapid and sound development and the achievement of lawful right and interests, even has something about the peace of society and development of national economy. If the payments interrupt someday, that will bring a severe impact on us. The biggest problem in the reform of pension insurance system of China is short of capital. With the gap of the endowment insurance debt capital becomes larger and larger, it has caused the serious financial crisis that the current pension insurance system is faced with. This paper studies mainly about a way to estimate and forecast the whole capital gap of the urban worker endowment insurance of China, and try to find the risk prevention and solution of how to compensate the capital gap with public finance fund.This paper firstly defines the gap of endowment insurance, expressions the necessity of compensate the capital gap with public finance fund. And then, forecast the scale of the gap of town worker old pension insurance and income of public finance of Shandong Province, and the whole gap of both urban worker endowment insurance from enterprises and institutions, before and after the policy of enterprises and institutions has combined, through the mathematical analysis method of actuarial mathematics and econometrics. Finally, on the basis of forecast, this paper analyzed the reasons, issues and strategies to compensate the endowment insurance gap with public finance fund.
