The Research Of Hefei Urban Ecological Competitiveness

Construction of eco-city was the key to solve the contradiction between social developments of human being and natural environment conservation in urbanization process, and was also a complex ecosystem engineering. The primary value standard of the urban ecological competitiveness is to guarantee the sustainable development of urban ecosystem, by promoting the competitiveness of social economy and eco-environment, sustainable and harmonious development of resources, economy and society within the geographical scope could be realized. Urban ecological competitiveness evaluation index system was needed to assess construction of Hefei eco-city, improve urban ecological competitiveness, guide Hefei city ecological construction and realize sustainable coordinated development. Taking Hefei as an example in this paper, the analysis and research of urban ecological competitiveness was carried out from the following section.1、The concept of urban ecological competitiveness and its theoretical basis and research model:on the basis of analyzing and studying the model, theory and concept of the urban ecological competitiveness discussed by experts at home and abroad, the definition of the urban ecological competitiveness was given.2、The general situation of ecological construction in study area. In this chapter, it mostly introduced the present situation of physical geography and humanism science and technology about Hefei and analyzed the development process of its ecological construction.3、The establishment of the evaluation index system about urban ecological competitiveness. In reference to the evaluation system at home and abroad and other ecological city and in combination with the actual situation of the study area, following the construction principle of index system, the urban ecological competitiveness index system was established by screening twenty-two indicators from the eco-environment、green economy、resource efficiency and ecological homestead.4、The establishment of the evaluation methods system of urban ecological competitiveness. In this chapter, the index weights of the criterion layer and the evaluation layer was determined by the subjective weighting method of APH and the objective weighting method of variance respectively. By taking advantage of the comprehensive assigning method for urban ecological competitiveness evaluation index, comprehensive scores was obtained based on the target weight method; By the principal component analysis of the SPSS software, the main component eigenvalues and the cumulative contribution rate as well as the loading matrix of the four subsystems were acquired, after which the composite score of each subsystems was obtained. The comprehensive scores based on principal component analysis were obtained as well with weight sum.5、The comprehensive evaluation of Urban ecological competitiveness of Hefei by indicator comprehensive empowerment approach and principal component analysis (PCA)respectively. The result showed that Hefei has more urban ecological competitiveness than other cities in Anhui. Hefei was in 14th place in the ecological environment subsystem in PCA, In the three main components reflecting the ecological environment subsystem, it has higher load index unit land area, sulfur dioxide emissions and chemical oxygen demand, ammonia emissions and nitrogen oxide emissions, forest cover, forest green rate, the days of air quality equal or better than the second level. In addition to the rate of forest green, the other indexes were lower; In the subsystem of the green economy, Hefei ranked first. Each index of the subsystem was high and the development degree of green economy of Hefei was higher than other cities in the province; In the subsystem of the resource efficiency, Hefei ranked first. Each index of the subsystem was high and the development degree of resource use efficiency of Hefei was higher than other cities in the province; In the subsystem of the ecological homestead, Hefei ranked first and each index of the subsystem was higher than other cities in the province.6、Urban ecological competitiveness in 2013 of 16 cities in Anhui were assessed synthetically by Indicator comprehensive empowerment approach and principal component analysis, the analysis and comparison of the results obtained by the two evaluation methods. It was of significant difference between Hefei and other 15 cities in urban economic development, resource use efficiency and the degree of public infrastructure, which had significant effect on urban ecological competitiveness. The harmonious development of all subsystems are beneficial to improve urban ecological competitiveness, and the city’s economic development way had significant influence on urban environmental problems. Urban ecological competitiveness strength in index weight:Hefei>Huangshan>Bengbu>Chuzhou>Wuhu>Maanshan>Anqing>Xuancheng >Chizhou>Tongling>Bozhou>Huaibei>Luan>Fuyang>Suzhou>Huainan, urban ecological competitiveness Strength in PCA:Hefei>Maanshan>Wuhu>Huangshan> Chizhou>Fuyang>Bengbu>Chuzhou>Xuancheng>Tongling>Anqing>Huainan> Huaibei>Bozhou, There was significant difference among 16 cities and the reason for the difference was analyzed. Thus it is more objective and more accurate by comparison of two method compared with one method when evaluation of urban ecological competitiveness was carried out.
