The coal mining enterprises have been in declining, even entered the depression since the end of "Golden years".Meanwhile, production safety accidents happened frequently as well. There is a huge challenge for the sustainable development of coal enterprises under the pressure of severe coal market and security. The key point, which restricts the safe, stable and efficient production of coal enterprises, is the comprehensive ability and quality of human resources has been in a lower level for a long time. Therefore, there is a long-term positive significance to strengthen human resources training; optimize human resource training system; enhance the enthusiasm and initiative of employees to attend training; improve the staff overall work ability and comprehensive quality; ensure the safe, stable, efficient and sustainable production of coal enterprises.Panbei Coal Mine is a wholly-owned subsidiary of coal mine and belonging to Huainan Mining Group Co., it is a new morden mine built in 21 centry. Because of the constraction time of Panbei Coal Mine isn’t long, there are existing problems in staff training work, such as lacking of strategic, systematic and integrity, and it couldn’t completely adapt to the development of modern coal mine of the new situation needs. In order to train employees effectively, we must design and organize carefully, adopt the method of system, and then build and optimize training system.This article studies on the staff training system of Panbei coal mine according to the actual research, and applies to the training theory, questionnaire survey, on-the-spot interviews, and system theory method, Firstly, according to the analysis of status quo, we can point out the problems exist in training system, such as failing to training demand analysis, unreasonable training goal setting, weak scientific training plan,and the training plan management does not reach the designated position, training effect evaluation is basically blank, insufficient understanding of training methods, lacking of corresponding guarantee measures, ect. On this basis, we optimized the design of existing staff training system from five links, analyzing needs, setting goals, making plans, implementing training, and assessing impacts. Finally, we put forward seven improvement countermeasures of human resources training after analyzing the reasons, enhance the position of training in enterprise management, further improve the construction of training system, strengthen the development of training faculty, ameliorate training methods, create a "learner-centered" training process, reinforce the construction of training base,and utilize social training resources effectively.This study although, takes Pan North coal mine as the research object, coal mining enterprises have a lot in common in terms of staff training. Therefore, this article, with a certain value of significance and reference, can also provides basis for other coal mining enterprises to optimize staff training system.
