To Perfect The Countermeasure Research Of Public Policy Of Rural Endowment Insurance In Hunan Province

New agricultural insurance as a major agricultural policy in China has been relatively widespread implementation.But the new agricultural insurance in Hunan is still in the pilot phase, there is still a lot of problems and defects of policy and system aspects. To really solve the support problems of peasants, must be public policy related to the rural social pension insurance in the present to optimize and perfect. Based on the above understanding, the author want to through the analysis of the current status of Hunan rural endowment insurance of public policy to find the existing problems, finally find the ways and methods to improve the related public policy.This paper defines the concept of rural social endowment insurance-related, then expounded the necessity to improve the rural pension insurance and public policy related to the description of the theoretical basis,and then starting from the analysis of the present situation of Hunan rural endowment insurance of public policy, find out the existing problems and defects, and further explore the reasons for the formation of the problem; and from the reference point of the typical domestic and foreign rural endowment insurance mode are studied, finally on the basis of analysis put forward some relevant policy suggestions to perfect Hunan rural social endowment insurance of public policy. This paper focus on the research methods of policy analysis, system analysis and comparative analysis, using some statistical data, the mathematical model to illustrate and confirm the conclusion, the comprehensive use of analysis method of the key survey method, empirical analysis combined with normative analysis, to the current situation of Hunan rural endowment insurance public policy problems and cause of formation, have a certain degree of innovation in the research method and content.The first chapter is the general analysis of rural endowment insurance of public policy, this chapter analyzes the concept of rural endowment insurance, and the theory and elaborates the necessity to perfect the rural endowment insurance of public policy; the second chapter analyzes the current situation of the construction of Hunan rural endowment insurance and the existence question; the third chapter separately from the subject, optect,and other aspects to explore the causes of Hunan rural endowment insurance of public policy issues at present; the fourth chapter of the typical domestic and foreign rural endowment patterns were analyzed in order to learn from the successful experience from the fifth chapter first analysis; improve the feasibility, Hunan rural endowment insurance public policy problems and supporting conditions, then analyzes the corresponding path selection, and finally puts forward relevant policy recommendations.
