Research On Heating Price Hearing System In China

With the deepening of our country’s democratic reformation and the further economy and society development, price hearing has been a necessary procedure in the price making presses for public goods and services, such as public transport fares, tap water price, electricity price and etc, to listen everybody’s ideas and suggestions to make the price more reasonable. Moreover, hearing system has been an effective way to let people participate the policy decision directly. So it is an typical practice of direct democracy. Therefore, promoting the further improvement of price hearing is not only an effective method to prevent the government from abusing power, but also necessary for the development of our country’s democracy.However, although price hearing system has been spread widely across our country and has been greatly improved gradually since the implementation of "The price law of the people’s Republic of China" on May 1 st in 1998, there still exist some problems such as "Formalism" and "Must Rise after Hearing" and so on. If we can not solve these problems, the hearing system will be a mere formality. Then it can not safeguard the interests of consumers or alleviate social contradictions. Even worse, it will be utilized by the authority to erode social welfare, damage the image of the government and even harm social stability. Therefore, it is imminent to conduct a comprehensive, in-depth and detailed research on our country’s price hearing system.In this paper, I use the method of case analysis. Based on the case of heating. price hearing system in Dongying City, combined with the characteristics of heating management, a detailed analysis and discussion on heating price system of our country are conducted. First of all, I briefly introduce the background, function and process of the price hearing system. Then, according to every step of the hearing process, I do a comprehensive analysis of the heating price system in Dongying City. Next, I deeply dig the problems, the reasons for these problems and finally, I propose some reasonable and feasible policy suggestions according to the analysis.Although, in this paper, I just analyze the heating price hearing system in Dongying City, which may be thought not a widen topic, the analysis will be much more detailed for I focus on just a certain case, and the proposed measure is more feasible. Additionally, in the research process, I find that all kinds of pricing hearings have a lot in common. Therefore, though I only discuss a special case, the results can be utilized widely.
