Study On Implementation Problems And Countermeasures Of Guangzhou Government Price Hearing System

In accordance with regulations of Price Method of People’s Republic of China, when determining prices of public utilities, public service and Natural monopoly products which are of great importance or which would affect people’s livelihood, the government should hold price hearings to listen to customers, operators and public opinions in order to make improvement in pricing.The establishment of Pricing Hearing System meets the requirement of protect the public’s right to information, participation and supervision. It also prevent the abuse of power by the government, scientific decision making and profound influence on the public’s democratic political life.But as a new thing, compared with some developed countries which have been established for decades, the price hearing system of our country is only started, whether in the design of the system or in the operation process, there are still many defects, that causes the system fall into the difficult situation in the practice. For a variety of reasons, there is a large gap between most of the hearing results and the public’s expectations,in the public’s opinion price hearing is just a show, the credibility of the price hearing system has been questioned, the development of the system itself is also restricted.This paper starts from the background, the development process and the basic structure of the price hearing system in China, deeply discusses the system and make clear the basic principles and functions of it.The author starts with a large number of literatures, for the problems reflected in the whole process of the implementation of the price hearing system,one by one analysis the problems and put forward the improvement measures and suggestions.In the research of this paper, it confirms the background significance of the research on the price hearing system, from two aspects of theoretical and practical significance, the nature of the price hearing system is summarized, and the connotation, type and function of the price hearing are defined, the existing problems are analyzed in detail.Starts from the specific case of Guangzhou pipeline gas price reform program hearing, comprehensively discusses some common problems existing in the implementation of the hearing, such as how to select participants in the hearing, how to establish the system of separation of functions, how to solve the information asymmetry in the hearing, how to establish a protection system for participants, how to clarify the validity and how to establish the mechanism of hearing relief and so on. Try to find out the root causes of the development of the price hearing system in China, propose solutions to various problems, further improve the price hearing system.
