Nowadays, competition among enterprises becomes increasingly fierce, and as competition trends having changed, competition in the modern enterprise largely relies on talents competition; human resources are most valuable of all resources. All the activities of the enterprise require employees to complete, so how to take full advantage of this most valuable resource? It is necessary to develop a realistic,measurable and clear staff performance appraisal system. Proper staff performance appraisal system can link staff activities and organizational goals of the company and make the individual performance of employees, team performance, sector performance and the overall performance of the enterprise as whole, improving the competitiveness of the enterprise.Shandong Hi-speed Company Limited draw lessons from domestic and foreign enterprises scientific method, combined with actual circumstance of highway management, build a comprehensive performance appraisal system for the assessment of all employees. Basing on a series of methods, such as 360-degree assessment method, key performance indicators rule, Shandong Expressway shares Ltd.synthesizes performance appraisal system running processes and form a complete and effective performance appraisal system through a set of reasonable evaluation system,a clear assessment of the division of assignment and responsibility and a scientific appraisal standards. Meanwhile, by strengthening the control of the employee appraisal process and applying result of performance appraisal system, the system plays an important role in raising enthusiasm of employee dramatically.However, the appraisal system of Shandong Hi-speed Company exists problem and shortcoming,how to overcome the shortcoming to optimize the system is what we focused onFirstly, the article speaks of the concept of employee performance appraisal system, reviews the relevant theories, analyzes the principles and methods of the staff performance appraisal; Secondly, a general description of Shandong Expressway Group as well as its status quo are presented, then the staff performance appraisal system of Shandong Expressway Group is analyzed in detail; Finally, taking the redesign of staff performance appraisal system of Weihai Branch as example, the article gives four recommendations for conclusion.
