Since 2004, the government implement the minimum price purchase and temporary storage policy for seasonal grains. Under this kind of background, the policy-related business became the main business of Company D, and the ability to adapt to the market was weakened. It is the inevitable trend of the market economy development to cancel the government’s policy intervention. Therefore, Company D should actively put emphases on the organizational structure, fine management, operation mechanism and support services about software, focus on the transformation and upgrading of the procurement management, in order to adapt to the requirements of marketization, specialization and group control, promote the sustainable development of Company D.Company D is a large state-owned grain enterprises which integrating purchases, sales, transport, storage, processing, owned by a large domestic grain group, and it is the largest grain depot. The main scope of business include corn, wheat, soybeans, rice, soybean oil and so on. The procurement and sales profit is the main source of the company’s profits, and procurement is the source of all buying and selling business. Therefore, procurement is meaningful for company D.The paper chooses procurement management of the company as the research object. Learning from the supply chain management, procurement management and other related theory, firstly, the paper describes the development of procurement management of domestic grain enterprises in the same scale. Secondly, the paper introduces the current situation and the problems of Company D. Then, the paper studies the existing problems. Finally the paper puts forward the improvement of procurement management in order to improve the quality and efficiency of procurement, satisfaction of suppliers, and the economic benefits of company D.
