Study On Temporary Dwellings Communities, Social Enterprises And New-type Urbanization

Social demand proves to be the stimulus for the establishment of temporary dwellings. According to urban and rural location, temporary dwellings communities can be split into three types, the back-moving dwellings in old city reconstruction and shantytowns transformation, the resettlement dwellings, and the rural temporary dwellings in land reclamation and new countryside construction. Since existing reform path is incapable of addressing the practical problems that temporary dwellings face, there is a need for a new thinking way that consists with the requirement of new-type urbanization development. The new thinking way suggests that social enterprises make innovations based on the combination of human with capital.Back-moving dwellings face varieties of problems, including the inadequate development of social undertakings, the combination of the collapse of urban grassroots class with the problems of clipping coupons class, and the lack of clear reform ideas. The social work intervention of small and micro social enterprise, social welfare enterprise, and social welfare factory are conducive to curing urban diseases and facilitating the development of intra-city social undertakings.For the resettlement dwelling communities, citizenization is combined with the problems of clipping coupons class. Despite having met the requirements of partial interest groups, the reform thinking that increases land transfer compensation expenditure and further carves up land transfer benefits will be likely to result in low-quality urbanization; meanwhile, large quantities of social undertakings will suffer from a severe shortage of capital and human resources, because of which there is an urgent need to seek out an alternative scheme. The exploration on the path that combines community social enterprise with social welfare enterprise can make up for the deficiencies of existing theoretical schemes.As a consequence of the lack of the policy about common production cost, rural temporary dwellings communities are confronted with the problems including the decline in production planning ability and the misplacement of grassroots work. The right establishment thinking about rural construction land circulation is unable to avoid three problems, including the increasingly wider gap of wealth, repeated construction and the expansion of rent-seeking space; the approval of agricultural land mortgage right will hurt the interests of peasant in a real sense, but the development fund and the additional costs after land reclamation will be also the inevitable problem in rural temporary dwelling construction. On this occasion, small and micro business scheme and the micro-credit social enterprise will play a role in addressing these problems.Against the background of new-type urbanization, urbanization development diverts attention from objects to human. It is an urgent task to study the human-oriented new-type urbanization way with the purpose of reflecting on the practical plight in community development and the deficiencies of the past reform thinking. Since temporary dwellings communities constitute a significant link in urbanization development, the use of social enterprise to promote community development will be a highly beneficial attempt.
