Countermeasure Study And Effectiveness Evaluate On Tobacco Enterprises Quality Management System

According to the particularity of tobacco products, tobacco industry of our country implements the monopolic system of "unified leadership, vertical management, monopoly franchise, combination of government function and enterprise management, plan management". Tobacco is a special commodity, which is not conductive to human health and has a negative effect with external high profit. The tobacco industry has been an important source of revenue, our country levies high taxes from the production and marketing enterprises, smokers, takes "sumptuary" policy in order to achieve the purpose of no-smoking. In the current national conditions, reducing cigarette tar content, reducing cigarette harm, promoting the brand value of the products are the ways for tobacco enterprises to seek further development. To guarantee the quality of the products is the primary task of production enterprises, so the establishment of quality management system has become an important means to strengthen enterprise product quality management.With the acceleration of global economic integration and the increasingly fierce market competition, a large number of enterprises introduce ISO9001 quality management system and pass certification. China Tobacco Industry has been paying more attention to product quality control and following the interests of consumers first. From the early 90’s of the last century, China Tobacco Industry began the implementation of quality management system in the whole range of industries, through practice and exploration for more than 20 years, standards have made great progress and improved the competitiveness and management. With the reformation of the tobacco industry internal management, tobacco industry enterprises and business enterprises separated in 2003, the reorganization and scale expansion put forward higher requirements for standards.At present, tobacco enterprises usually carry on management system audit, management system review and self assessment to evaluate the operation of quality management system. However, such evaluation focus on the conformity assessment, system planning activities and result of the effectiveness of the quality management evaluation is absence. This paper aims to study the evaluation of the quality management system of tobacco enterprise, introduce the tobacco industry management system knowledge, tobacco enterprise quality management system establishment and operation, the establishment of effective evaluation system, taking the combination of the theoretical research and empirical analysis, expert consultation and scoring method, using AHP to analyse the indicators and elements which affect the quality management system, establish evaluation index system model, and take Fujian China Tobacco Industry Co. for example, evaluate the effectiveness of the operation of the quality management system, actively seeking countermeasures and suggestions according to the results of evaluation.
