By using the principle and method of systems engineering, this paper analyzes the security risk structure system of social economic system and security risk prevention countermeasures in Deyang Economic and Technological Development Zone.This paper studies on the security risk state of economic and technological development zone system. According to the space-time state of security risks, it carries out the work of risk identification by normal risks and abnormal risks. The normal risks disturbed largely by social production activity of humanity. And it is easy to cause safety accidents with strong potentiality and unexpectedness. Emergency rescue work is big and complex and life and property loss heavily in development zone after the accident. This topic focuses on normal risk, because abnormal risk is not easy to cause safety accidents, and even hardly to occur. Tt is not necessary to discuss, because it has smaller values of the safety risk contribution for development zone as a whole. At last, it puts a lot of abnormal summary for a class of risk, namely as an index to study.To achieve comprehensive and systemic risk identification, it conducts risk identification according to every stage of the development zone construction order, as well as the security risk characteristics. It analyzes and identifies the temporary security risks of development zone construction area of the demolition, the dynamic security risks of construction in construction area and the inherent security risks of built area.In this paper, we study the types of security risks in technological development zone, and the possibility and severity of risk source into risk accident. Then build up the risk indicators system depending on the type of security risks which has been identified. And create the structure of risks at different levels, according to the important degree and ownership of the various risks in the structure of the overall system risk in the development zones. Next, by using the analytic hierarchy process and fuzzy analytic hierarchy to set up the risk judging matrix based on the risk hierarchy. Analyze the risk coefficient of each kind of security thorough quantitative analysis and the risk coefficients are combined to calculate, to make sure the combination of contribution of system security risk in development zone, the degree of system risk and the classification of security risk. At last, it can also predict the risk and severity of consequences by using simulation-training and quantitative analysis of important risk and major hazards. On the basis of the above work, I targeted put forward the security measures by space-time characteristics of various kinds of risks.This kind of method to control the risk prevents potential risks for accidents maximized. And it improves the degree of system safety and essential safety in development zone.This topic proposes the framework of systematic risk prevention and control theory and provides safety planning and risk management of economic and technological development zone for safety strategy of development zone and sustainable development strategy healthily, harmoniously.
