Research On Attracting Investment In Dezhou Economic And Technological Development Zone

The traditional way to attract investment in China is to provide pieces of land at low prices and give investors tax refund.This mode of investment attraction,however,became implausible after the state council issued Document 62,namely,the Circular of the State Council of the People's Republic of China,on Clearing and Regulating the Tax Preferential Policies.Under the new circumstances,how to attract investors to Dezhou and how to integrate into the Beijing-Tianj in-Hebei Region in order to realize coordinated development have become questions of great significance for Dezhou.And these questions are what the present thesis aims to discuss and solve.In The Outline of the Plan for Coordinated Development for the Beijing-Tianj in-Hebei Region released by the CPC Central Committee and the State Council,it is clearly stated that "support should be given Dezhou in its construction as a base of industry transfer,transformation of scientific and technological achievements,and supply of high quality agricultural products as well as labor force and as an important ecologically functional zone south of the Beijing-Tianj in-Hebei Region".Dezhou is the only city of Shandong province that is incorporated into the plan,which has established the city's position as a four-fold base and an important zone.Dezhou Economic and Technological Development Zone is located in the east of the city.Its construction began in 1998 and in March,2012,it became a development zone at the national level.It covers an area of 320 square kilometers and has a planning area of 150 square kilometers.It has developed into the political,economic and cultural center of the whole city and is now a new energy industry base under the national Torch Program,a high-tech biology industry base,a demonstration zone of intensive application of solar electrical energy generation and a base of trade promotion through science and technology.Over the years,Dezhou Economic and Technological Development Zone has made its achievement in investment attraction,and to study and summarize its experience in this respect will be valuable to the investment attraction of other areas in China.This thesis analyzes the problems existing in the investment attraction of Dezhou Economic and Technological Development Zone,surveys the situation of investment attraction in the Development Zone,and makes a comparative study of the good experience in this respect at home and abroad.Based on the above discussion,the thesis concludes that Dezhou Economic and Technological Development Zone should promote its investment attraction in the following three ways:first,to innovate the modes of investment attraction by such new modes as investment attraction through "enclave economy",intermediaries,and government guide fund;second,to optimize the environment for investment attraction by streamlining the administration,by building a service-oriented government,and by improving the supervision mechanism;third,to reform the system of government departments for investment attraction,by adopting all-staff appointment system and performance-based evaluation and pay system;fourth,to improve the evaluation mechanism for investment attraction by setting rational targets for investment attraction,Establishing a scientific evaluation system for investment attraction and reducing investment attraction evaluations.If the above countermeasures can be adopted in practice,it can be expected that Dezhou Economic and Technological Development Zone will eventually find a road that suits itself for the fast development of its investment attraction.
