In the late 1970s, a household contract responsibility system was established in Chinese agricultural operations. The separation of land ownership and management right allowed the peasant households to dominate their own incomes, and thus facilitated the optimized development of agricultural resources allocation and agricultural industry structure. However, with the development of economy and the deepening of reform, disadvantages of the land system based on equal distribution of land have become increasingly prominent. The problems, including low efficiency of the land resource allocation and small scale agricultural management, have caused serious difficulties for further development of the agricultural industry, which is significant to the goal of balancing urban and rural development and building comparatively well-off society. The key of the problems is how to achieve an appropriate scale of agricultural operation. Under the condition of collective land ownership, it is necessary to encourage the management right transaction among peasants and establish an efficient land transaction market.This paper analyzes the influence factors of land transaction mode chose by farmers through the transaction cost analysis paradigm from two angles:transction subject and property right.This paper is consisted of three parts:The first part is an evolution path analysis of farmland property rights. The right of land contractual management is divided into external and internal development. This part elaborates the process of land contractual management right changed from two separated rights to three, and reveals the reality demand of farmland property rights evolution. Followed by descriptive statistical analysis for the Chengdu Chongqing Economic Zone samples, analysis of the current situation of the regional rural land transaction example is also given.The second part is the establishment of index system of agricultural land management rights. Based on the theory of transaction cost, this paper describes the mechanism of transaction costs affecting the circulation of rural land contracted management right. The costs are measured before, during and after the transaction, considering the influence of household endowments of the transaction.The third part is the research on the influencing factors of agricultural land management rights transfer mode choice. Using the paradigm of transaction cost, an empirical research on transaction costs and farmers’ transaction mode selection is given. The transaction mode is divided from two dimensions:the transaction subject and property strength, in order to analyze deeply the influence of transaction cost on the selection of rural circulation.The main conclusions of the study are as follows:1) The current efficiency of farmland circulation is low. Farmers are more inclined to choose a relatively traditional way of circulation, which does not take the advantage of economic of scale.2) Farmers with stronger contract specification and executive agriculture endowment ability, have a stronger ability to resist risks, and are more likely to choose a higher degree of circulation organization, in order to obtain higher returns. While facing the information search and communication cost, farmers are more willing to choose the traditional way of circulation since its more close relationship.3) While classify the transaction modes based on its subject, the analysis on factors affecting famer choices shows that farmers are more inclined to choose a relatively traditional way of circulation when the information search cost is high but the executive ability of farmers is low. When a reliable third party intermediary organizations is involved, the search cost of communication would be greatly reduced, farmers contracted management rights of rural land circulation will deal from within group subjects to collective transactions.4) While classify the transaction modes based on property rights, the factors analysis demonstrates that famers are more inclined to choose from the ways of the circulation of agricultural class when non-agricultural endowment is strong.In the end, from the transaction cost perspective, this paper presents policy suggestions to effectively promote the circulation of rural land contracted management right and to realize the appropriate scale of operation. The suggestions include: strengthen the rural land property rights, reduce transaction uncertainty; increase the circulation service, reduce the communication cost and information search; infrastructure, improve the ability of farmers social security transfer; innovation mechanism, encourage a variety of contract; the establishment of the market mechanism, the development of a higher degree of cooperation contract.
