Study On The Supervision Of The Customs Of Wujiang Export And Processing Zone

As one of the special customs supervision zones, Wujiang Export and Processing Zone has achieved a great success. At present, the development of Wujiang Export and Processing Zone encounters some difficulties, and it is the result of the deficiency of Customs supervision. Therefore, we have to review the status of Wujiang Export and Processing Zone in the point of customs supervision, and analyze the deficiency and its reason, and then propose some measures and advices.On the basis of previous study, this paper introduces the results and experiences of Customs supervision of domestic and international export and processing zones, and elaborates the concept of Customs supervision. With the help of the theoretical basis of management and economics, and by the means of empirical analysis, literature research and comparative analysis, this paper explains the relative concepts of Customs supervision and introduces the research results in this field. Then this paper summaries the difficulties that Wujiang Export and Processing Zone has encountered, for example, the supervision principle of fast clearance has not achieved, and the customs policy has been weakened, and the special supervision has no comprehensive management system. This paper introduces the experiences of other Customs supervision zones in the USA, Taiwan province, South Korea and in some cities of mainland China like Tianjin, Shanghai Songjiang, and Jiangsu Kunshan. This paper focuses on the measures of improvement and upgrading of Customs supervision of Wujiang Export and Processing Zone, such as re-positioning its function, revising some regulatory policies, implementing risk management philosophy, implementing the system of classification of enterprises in the zone, improving services trade through goods trade, integrating and improving Customs clearance resources for the purpose of building smooth and efficient logistics regulatory pattern, clarifying the concept of transformation and upgrading of processing trade so as to guide the transformation and upgrading of enterprises in the zone, supporting the private enterprises to foster new growing points of economy in the zone, and establishing the concept of co-governance and exploring new mechanisms for co-management. The writer of this paper serves as a Customs officer, and hopes to analyze the experiences and deficiencies of Export and Processing Zones, and enhance the Customs supervision and guide the practice afterwards, so as to provide reference for upper decision.
