In recent years, with the development of economy, our people’s living standards greatly improved, the tourism demand has increased year by year. The development of tourism becomes faster and faster. However, in the present, the level of development of domestic tourism industry is not balanced. And the level of regional development is imbalanced. China’s tourism industry in the development process is taking the development road of “unconventional”. In the developed areas, the tourism resource, the traffic and the tourism market have good conditions. So these areas can develop quickly. However, the high level of development of tourism area accounts for only a small part in China’s land, the imbalance of economic development makes the most backward areas, the economic development is slow, and then the tourism industry is low, too. At present, the domestic tourism market is gradually expanding, so it can provide a broad market space for tourism. At the same time, the government departments across the country also gradually realize the important role of tourism industry in the local economic development. Therefore, the government gives more and more attention to the tourism industry. These phenomenons provide many development opportunities to the tourism industry. Accordingly, researching on the development strategy of regional tourism has gradually become a hot research around the world.The main contents of this paper can be mainly divided into five parts. The specific contents are as follows:The first part is the introduction. It mainly expounds the research background and significance of the research. Summarizing the tourism development strategy and the latecomer regions’ tourism development strategy and put forward the research ideas, research methods and technical route of this paper.The second part is the research on concepts and theories, this part includes two aspects.The first part is the concept of the latecomer tourism area and tourism development strategy; the second part is the discussion of the relevant theoretical basis, including the theory of comparative advantage, the theory of advantage of backwardness and the theory of sustainable development.The third part is the core content of this article. The main content is divided into four points: first, analysising the causes of the latecomer tourism areas. Secondly, using the SWOT analysis analyze the strategic environment of tourism development. It provides a certain basis for the strategic development of the selection. Thirdly, analysising the latecomer tourism regions’ tourism development strategy, the causes of latecomer tourism areas are difference, the basic situation of regional tourism development directly affects the choice of tourism development strategy. So, in order to get the correct path of development, the development strategy must be based on the actual situation. Finally, put forward four development ideas when someone formulate strategic ideas and make strategic choice.The fourth part includes the fourth chapter and the fifth chapter. This part is the important content of this paper. In Meishan city, Sichuan province as an example, the empirical study of the latecomer regions’ tourism development strategy. First of all, through the online search, using the field investigation and other methods, introduced the basic situation and the situation of the tourism industry of Meishan city. And carry on the detail analysis of the SWOT. Secondly, according to the result of the analysis situation of Meishan city, present the development strategy of tourism in Meishan city can be takened. Finally, in order to ensure the tourism development strategy can be successfully implemented, putting forward the related security system.The fifth part is the concluding remarks. The author summarizes the main results, the innovation of this paper and the shortcomings of research.
