Research On Land Comprehensive Consolidation Potentiality And Regionalization Of Habahe Country

With the New Urbanization, land consolidation is an important measure to balance urban and rural development, strengthen the protection of cultivated land, optimize space allocation of land resources and improve the ecological environment. Land consolidation potential evaluation and divisions, is a reference and basis for the planning of land consolidation. In this study, Habahe County, located in the Xinjiang Uygur Autonomous Region was chosen as a special case in land consolidation research. Land consolidation potential evaluation system was proposed and the Analytic Hierarchy Process (AHP) and Delphi (Delphi) were used to determine the weight, aim to analyze the land consolidation potential of Habahe Country of both qualitative and quantitative method. Based on the Space Cluster Analysis, study on land consolidation partitions of the county was carried out and the direction and strategy of land consolidation in Habahe were proposed, in order to provide a reference for the land consolidation study of the resource-rich arable area. The basic conclusions of the study are as follows:(1) Land consolidation potential of Habahe Country is relatively large, where middle and high potential areas of land comprehensive consolidation are in the central and the southern, and the low-potential areas are concentrated in the northern. It shows that the middle and high potential areas of land arrangement are concentrated in the central and southern plains region; middle and high potential areas of land development are arranged as a ring around the county and middle and high potential areas of land reclamation are focused in the central hilly region.(2) It shows that Hahahe County can be divided into 5 types:land arrangement focus partition(LAP), land development focus partition(LDP), land reclamation focus partition(LRP), comprehensive high potential partition(HP) and low potential partition(LP). The result indicates the features of land consolidation work in Habahe County:1) HP is the priority consolidation area; 2) land consolidation should be led to the partition type as a potential land consolidation direction; 3) LP should strengthen environmental protection.(3) The main direction of land consolidation for the rich cultivated area, taking Habahe County as instance, can be concluded as follows:increasing the amount and improving the quality of cultivated land as primary goal; promoting the large-scale industrialization of agriculture regarding agriculture and livestock as the leading role; emphasis on ecological and environmental protection.(4) The key of the space cluster analysis, applied to study land consolidation partitions, is to determine the measure metrics. Firstly, it’s the definition of spatial distance, to evaluate the geographic coordinates of each unit to replace its geographical location, and consider comprehensively the potential value of land arrangement, land development and land reclamation of each assessment unit. Secondly, it’s to determine the weight of each evaluation elements based on regional characteristics.
