Medicare security is the core of the health care system, while medical insurance system, which is closely bounded up with the vital interests of all citizens, is a top priority of Medicare security system. Establishing national coverage and higher benefits of basic medical insurance system, which can meet the health needs of citizens, improve the quality of the standard of living, and promote social development.Since implemented the national and high benefit medical insurance system, Taiwan has achieved the national, risk-sharing social model, improved the public accessibility of the medical facilities, increased the life of the residents and got a great reputation in the whole world. However the development of the medical insurance system in Taiwan is not plain sailing. While ‘the generational heath system’ brought great achievements, it also caused serious financial imbalance, injustice of payment system, and decline of the quality of medical service. After long discussion, ‘the second-generation health insurance’ came into being which reformed the institutional and financial mechanisms of the medical system in Taiwan, reduced the waste of medical resources, and paid more attention to vulnerable groups. Although there was a lot of controversy, it was undeniable that it improved health care system dramatically.The current basic medical insurance system in Mainland China mainly consists of urban basic medical insurance, basically medical insurance for urban residents and the new rural cooperative medical system. After decade’s of development, Mainland China has almost achieved fully covered social medical insurance system, and established the expenses-sharing system. Compared with the traditional medical system, the current system enabled citizens to practice their medical rights.Nevertheless, the government should never neglect problems like serious medical resources waste, inadequate regulation system as well as poor medical security. Now, the reform of medical system has become a public concern.This paper adopts different approaches, such as literature review, comparative and empirical analysis, normative analysis, quantitative and qualitative research, to analyze achievements and problems of national health security system in Taiwan, and the changes and evolvement between two different medical security systems. Furthermore, this paper summarizes and comments on the development of the basic medical security system in Taiwan. By analyzes and imitates the Taiwan Medial Security System, this paper will put forward some feasible and practical suggestions on the reformation of the Social Medical System in Mainland China. |
