Given the relevance with dramatic changes experienced in the society, land conflict has become the focus of attention. In the process of industrialization and urbanization, a. large number of land in rural areas has been expropriated under the name of development. For a long time, Chinese land expropriation system has characteristics of "low compensation and no restrictions on the scope of land requisition", and in the real practice administrative force is omnipresent. Therefore, the government and peasants constitute the main parties involved in land expropriation conflicts.As a traditional agricultural province, Henan has the "backward" mentality in seeking of development, it is more urgent to catch up. With its development process since the reform and opening up analyzed, phases of obvious characteristics can be found, and what’s more, the rapid growth and expansion is clearly shown. Along with this process, there are land expropriation conflicts more intensive and more violent.It is found that the reason why land expropriation conflicts arise is that the government and farmers hold different positions on this issue. The government gives development priority, adhering to ideas of planning in advance and construction projects. The total goal, through continuous decomposition and assignment, is shown as the specific scope of levy demolition and construction to the grass-roots government.In order to complete the task, meet the deadline or ensure their own interests, governments at all levels have "anomie" in the process of land expropriation. Land expropriation and administrative enforcement can’t be separated, and the government has also spawned a favor for many forms of violence. Peasants, on the other hand, regard compensation as the major concern which not only affects their future life, but also decides whether or not the existence of relative deprivation. In addition, the process of industrialization and urbanization are not expelled, but as "outcast" when losing land, t new problem of inclusion or exclusion emerge. In "uprooting" process, their dependence (?) land. and emphasis on survival ethics have also been fully demonstrated.It misses the point when understanding land expropriation conflicts from the perspective legal procedure. To some extent, the use of violence is the inherent logic of compulsory la(?) acquisition. Developmental ism, the "political and economic integration" development and t(?) land expropriation system are all components of "legitimization" mechanism of conflicts.The first chapter is intended to review the related researches concerning land expropriatio On that basis, the author makes research question clear. The second chapter introduces t(?) status of Henan as a traditional agricultural province, the course of its development since t(?) reform and opening up 30 years is analyzed. The third chapter mainly introduces the anom behavior of government official in land expropriation, and the mandatory characteristics land expropriation and violent conflicts are studied. The fourth chapter is about peasan(?) whose positions towards land acquisition are explored from dimensions including t(?) compensation, their future and the land dependence. The fifth chapter is the explanation f the legitimization of those conflicts.
