The Analysis Of The Causes Of Anti-dumping And The Damage On China Exports

Anti-dumping is a kind of trade protection measures for the implementation of a country’s government in order to protect the domestic industry from foreign dumping imports. Anti-dumping as a kind of trade remedies allowed by WTO that has the characteristics of flexible, convenient and remarkable short term effect is increasingly favored by all countries and replaces the traditional tariff barriers,becoming the most effective tool of trade protection.Till2013, The total value of Sino-US trade was 512 billion dollars. With the rapid development of bilateral trade and the surplus accumulation between China and United States,China-US exports are suffering more and more strict trade protection,disputes and frictions. Among them, dumping and anti-dumping charges constitute a core part of Sino-US trade friction.Theoretically, different stages of the anti-dumping initiation, investigation and decision have different influence on the investigated products. Based on 1990-2012 HS8-bit encoded data of U.S.anti-dumping cases,this paper estimates the value of trade damage of China from U.S anti-dumping investigations.Results show that the U.S anti-dumping reduced China’s exports significantly,but this effect is short-term characteristics.The article also showed that the U.S-China anti-dumping led to China export shift to other countries of the world,and this shift is persistent.This result suggests that the U.S-China anti-dumping have reduced U.S. market position in China’s global export market,the U.S-China antidumping actually harm the interests of the United Statesitself. In addition, this paper also further analyses the industry causes. Based on 1990-2012 American on China anti-dumping 4 bit NAICS industry code data, We use negative two counting model to analyze the reason of antidumping. The results show that, USA industry employment, industry output growth rate, America domestic economic situation, China on America industryexport penetration, Chinese industry ex-port competitiveness, the exchange rate of RMB to dollar level and China joined WTO this eventand has significant relationship on Sino-US anti-dumping, domestic economic situation of USA is the main reason, it is the urgent problem of the Chinese government to take effective measures to hold back the U.S. anti-dumping and protect national export.
