An Analysis Of The Chilling Effect And Influencing Factors Of Antidumping To China

As of the end of2011, our country has been subjected to more anti-dumping investigationsthan any other country for17consecutive years, but also the world’s biggest victim ofanti-dumping measures.What exact impact does foreign countries anti-dumping bring to China’sexport trade, why anti-dumping directed at China, how to better respond to foreign countriesanti-dumping, this paper focuses on these three issues.Firstly,this paper describes the current situation of foreign countries anti-dumping to chinafrom four aspects, namely, foreign countries anti-dumping cases against China,the number ofanti-dumping strength, anti-dumping country structure, product structure of anti-dumping.Secondly establish a dynamic panel data model, using GMM-SYS estimation method toanalyze the chilling effect of foreign countries anti-dumping agaist to China.The results showedthat foreign countries against China’s anti-dumping chilling effect exists,that is, anti-dumpingsignificantly inhibited the growth of China’s export trade.Thirdly analyze influencing factors on foreign countries against china anti-dumping,analyzing foreign countries against china anti-dumping investigations and anti-dumping measuresinfluencing factors use negative binomial regression and binary logistic regression modelrespectively. The results showed rapid growth in exports of China goods trade, high dependenceon foreign trade, trade competitiveness is not strong are the main factors that foreign countriesagainst china anti-dumping investigations, international anti-dumping environment, the economiccrisis is also a factor. China’s accession to the WTO is not a significant impact.The productsinvolved in the complaint country’s import share, Complaints country’s growth rate of totalimports of the product concerned from the global, rate of price change of other countries exportingthe product concerned to the complainant country’s and unemployment rate of complaints countryhave significant impact on final ruling establishment of the anti-dumping measures against China.Finally, on the basis of these studies, put forward suggestions to deal with foreign countriesagainst china anti-dumping investigations and anti-dumping measures from government-associations-enterprise three aspects respectively, to improve ability to prevent and respond toforeign countries against china anti-dumping.
