The Research On Assessment Of The Implementation Of Energy-Saving Emission Reduction Policies In Henan Province

Since the reform and opening up, the economic and social development of Henan Province gained attract worldwide attention success, however, the economic and social development process also exist many problems, such as high energy consumption, serious environmental damage problems to be solved. In 2006, Chinese government set binding emission reduction targets for the every provinces and cities, Under the guidance of the index of the national energy-saving binding emission reduction, Henan province take more stringent measures of energy saving and emission reduction. However, before and after 2006, what differences exist between the economic growth, enterprise performance and life of the people, what is the mechanism of energy-saving emission reduction policies related to differences, and what are need to improve the policy in energy saving emission reduction policies in the implementation process. The above problem is in urgent need of research.By using the method of combination of theoretical analysis and empirical research, the paper Study on the effect of energy saving and emission reduction of Henan GDP, the industrial structure, the life of the residents firstly, the research shows that the energy-saving emission reduction policies significantly promotes economic growth. Secondly, the paper studied the effect of energy saving and emission reduction of Henan’s carbon emissions in the estimated based on the Henan carbon emissions, the research shows that the energy saving and emission reduction policy promote to reduce the intensity of carbon emissions. Thirdly, from the enterprise scale and industry scale, the paper study on the effect of energy-saving emission reduction policies for enterprises in Henan, the research shows energy-saving emission reduction policies have a significant difference to different size, industry and regional enterprises, and the paper explains the causes of this difference. Finally, the paper puts forward perfect ten policy suggestions on energy saving and emission reduction policy in view of the above research conclusion.
