The Existing Problems In The Development Of Gui Zhou Rural Electricity And Countermeasure Research

Building a new socialist countryside is a strategic focus of future economic and social development for our country, where the construction and development of rural electric network plays a vital role in supporting and promoting work. At present, preliminary study has been conducted in the field of rural electricity reform, enterprise management of rural electricity, rural electricity system and other existing areas. Generally speaking, research in this area is still in the exploratory stage and a more systematic and in-depth research and discussion is needed. The development of rural electricity in Guizhou is faced with the difficult task of deepening the reform and all sectors of society have a fierce debate on how to deepen the reform. In this paper, based on the in-depth analysis of technical and economic attributes, basic situation and main existing issues of the development of rural electricity in Guizhou, beginning with the actual development needs of rural electricity in Guizhou, the basic idea and concerns of rural electricity reform and development in Guizhou has been put forward. By analyzing the policy of rural electricity reform and development in Guizhou, comparing and choosing paths for rural electricity reform and development in Guizhou, it finally proposes the mechanisms of sustainable development and reform approaches of management system for rural electricity in Guizhou. This paper also analyzes the key issues of assets, personnel, electricity and changes of distribution lines etc, which can be encountered in rural electricity development reform and construction in Guizhou, and put forward corresponding solutions.Moreover, this paper makes preliminary exploration on institutional integration and setup issues after Guizhou rural electricity firms being managed by Guizhou Electric Power Company. And development and reform programs have been designed on the basis of this. Moreover, it summarizes experiences and achievements of domestic and oversea rural development, analyzes the status quo of rural electricity enterprises in Guizhou and discusses the main issues and key factors faced by management system of rural electricity in Guizhou. According to the development strategy " new countryside, new power the new service " of the State Grid Corporation, it proposes the general idea, development goals, tasks and measures that needed to be taken in deepening the construction of rural electricity development in Guizhou.
