With the increase of the number of graduates every year, the employment situation is not optimistic, and the corresponding, small and medium-sized enterprises are lack of talent when developing. Small and medium-sized enterprises "talent shortage" and college students "employment" has become a problem in the current.This article analyzes and looks for solving the key point of "dilemma" through the talent demands of small and medium-sized enterprise and the supply of increasing college students. It will help small and medium enterprises attract top talent on the one hand, on the other hand also to alleviate the pressure of employment.This article is divided into five parts, on the basis of empirical research, considering both the absorbing potential of small businesses and the employment intention of college students; it puts forward countermeasures and suggestions for promoting college students’ employment to small and medium enterprises. In the first part, the paper puts forward the research background, purpose and significance. It puts forward the content, thought and method through to the domestic and foreign research related to the employment problem. In the second part, it analyzes the employment structure of the small and medium-sized enterprises in our country, and it researches the university students’ employment demands of small and medium-sized enterprises through the basic situation of small and medium-sized enterprises and the basic overview of the functions of social employment. In the third part, it mainly acquires the employment will and hinder of college students, and it investigates the reasons why college students choose small and medium enterprises through internal employee survey of the exampled enterprise and college student. In the fourth part, the paper analyzes the problems of small and medium-sized enterprises absorbing university students on the basis of the executives’ interview in the exampled enterprise. This article mainly analyzed from four aspects of government policy, the university students’ employment mentality, the enterprise cost and social understanding of small and medium-sized enterprises. In the fifth part, it analyzes the relationship of the college students and small and medium-sized enterprises, and finds out the main factors affecting college students and small and medium-sized enterprises choosing each other. It puts forward some countermeasures and suggestions to promote the college students choosing small and medium enterprises from the perspective of public administration.
