Study On The Construction Of Industry(Clusters) Technology Innovation System In Henan Province

With the rapid development of science and technology, the role of technological innovation on economic development is more and more important. The economic development of a country or a region largely depends on the breadth and depth of the technology innovation in the industrial application. In Henan province, the level of technological innovation in industry is low, the industrial cluster number is small, and most of them are in the low-end of the industrial chain. Therefore, building a industry(clusters) technology innovation system, whose elements is complete, structure is reasonable, and operation is efficient, and putting forward some measures to strengthen the industry(clusters) in Henan province, can grasp the favorable opportunity of the construction of the Central Plains Economic Zone, enhance the regional competitiveness, and promote the sustained, rapid economic development of Henan province.The paper build an industry(clusters) technology innovation system combined with the actual situation of industry(cluster) technology innovation in Henan province, and put forward some measures to improve the efficiency of it. The main contents are as follows: First, in the basic connotation of industry(clusters) technological innovation system and structure, according to the actual situation of Henan Province, carries on a thorough analysis of the industrial(cluster) technology innovation system’s development status and characteristics, the research showed that: In Henan Province, the funds of industrial technology innovation system is insufficient, the level of technology innovation cooperation is low, the quality of innovation personal and output is not high. Second, based on the <<Henan statistical yearbook on science and technology>>, using 2007-2013 panel data and the Malmquist index decomposition method, decomposing the technology innovation efficiency of Henan Province industrial departments into technical progress index and comprehensive technical efficiency index, to evaluate the technological innovation efficiency. The result shows that: Between 2007 and 2011, the technological innovation efficiency of Henan’s 29 industrial departments are fluctuation, most of the industry whose technology innovation efficiency greater than 1 are the high technology industry or supported by the government, the influence of technical progress index and comprehensive technical efficiency index on technology innovation efficiency of each industrial are different. Third, combined with the problem of the system of Henan province industry(cluster) technology innovation, building a industry(clusters) technology innovation system, whose subject are construction enterprises, universities and research institutions, government, intermediary institutions, and divided its running mechanism into dynamic mechanism, investment mechanism, government regulation and control mechanism, cooperation mechanism, personnel training mechanism, scientific and technological achievements the transformation mechanism, interest distribution mechanism and so on. Fourth, according to the research conclusion, from four aspects of investment funds, policies and regulations, coordination and cooperation, science and technology talents in Henan Province, put forward some measures to protect the implementation and improve the efficiency of the industry(clusters) technology innovation system in Henan Province.
