With the arrival of the knowledge-based economy era, innovation has become the key to the sustainable development of enterprises and our nation. The scientific and technological innovations of high-technology enterprises vigorously promote the growth of the national economy. As the carriers and creators of high-technology, the employees of high-tech enterprises are the core elements of organizational innovation. The managers put in a lot of human, material and financial resources to improve the employees’ innovative ability, but failed to usher in the expected full innovation boom, which is due to the lack of good atmosphere for innovation. Therefore, the study of the impact of organizational innovation climate on employees’ innovative behavior has great significance on the improvement of core competitiveness of high- tech enterprises.This paper aims to analyze the impact on employees’ innovative behavior at the point of organizational innovation climate: creative self-efficacy as the miedator. Recording the review and analysis of relevant literature theory, construct the research model and propose the hypotheses. Draw on relevant maturity scale and combined with experts’ advice, a formal measurement scale is formed through pre-survey interview. The survey collect data through senting questionnaire to high-tech R&D staff, and 285 valid questionnaires are gained. Based on tests of reliability and validity of the questionnaire, the paper tests the research model and hypotheses by correlation and hierarchical regression analysis.The empirical results show that: High-tech enterprises’ organizational innovation climate has a significant positive impact on employees’ innovative behavior, and its dimensions all have predictive impact on employees’ innovative behavior, especially, organizational philosophy owns the strongest predictive power. Besides, organizational innovation climate exerts positive effects on innovative self-efficacy. Innovative self-efficacy also exerts significantly positive effects on employees’ innovative behavior, and has an intermediary role between organizational innovation climate and employees’ innovative behavior. According to theoretical analysis and empirical results, the auther hope that this study can contribute to improving enterprises’ ability of innovation.
