Study On The "Second-time Pioneer" Of Xiangtan High-tech Development Zone

Currently, building up high-tech zone and developing high-tech industry rapidly have been a competitive trend among local governments. For example, Beijing’s Zhongguancun, Shanghai’s Zhangjiang, Wuhan’s East Lake hi-tech development zone, Su-Xi-Chang hi-tech zone, are now developing at a high rate, which have tremendous economic benefits, contribute a lot to the local economy and have a future beyond imagination. As the economic development and resource center of central China, Hunan province are facing both challenges and opportunities as well. Hunan province should seize the opportunities’ one development drives another’ and Chang-Zhu-Tan city group granted as National Independent Innovative Demonstration Zones to give impetus to industrial transformation and achieve second-time pioneer. Xiangtan Hi-tech Zone, which is the golden triangle core of Chang-Zhu-Tan, has the huge advantage, and through a combination of qualitative and quantitative approach, this paper analyzes its development of second-time pioneer, proposes strategy plans and suggestions, and provides reference for the development of other hi-tech zones.Firstly, by reviewing the concepts of hi-tech zonex second-time pioneer and so on, it is clear that to improve the ability of independent innovation is the core to the second-time pioneer of hi-tech zone. Secondly, analyzing the history and the present situation of Xiangtan Hi-tech Zone to make a conclusion that the growth advantages and existing problems of it and analysis the opportunities and challenges of hi-tech zones can make us be more aware of the importance of second-time pioneer in Xiangtan Hi-tech Zone, on this basis, put forward the nature of second-time pioneer in Xiangtan high-tech Zone --industrial upgrading, spatial expansion, transformation of innovation and development.On the quantitative analysis, through the DEA method on its inno vation efficiency evaluation, the AHP method to evaluate the comprehens ive ability, shows that relatively lower rate of the innovation efficienc y poorer management policy and it’s level as well as it’s internal manage ment system; on the comprehensive ability evaluation, scientific and tech nological innovation capacity, economic strength etc. are the main influen cing factors in the second-time pioneer ability.Finally, combining the results of qualitative and quantitative an alysis to draw the blueprint of strategic thinking, the strategic positi on, the strategic deployment and the basic strategies in Xiangtan hi-tech zone’s second-time pioneer.
