The Study Of Comprehensive Evaluation On The Construction Of An All-round Well-off Society In Hebei Province

In order to build a well-off society in a all-round way in 2020, the 18 th Chinese communist party congress put forward some policy goals. In order to strive to achieve the goal of building a well-off society, Hebei province also have made up its mind to build a province with highly-developed economic and harmonious society and to achieve the goals made by the “twelfth five-year” plan. At the same time, there is only less than 6 years from now to 2020 when the well-off society shall be build which was proposed by the CPC central committee. It is necessary to build a set of scientific and perfect index system to evaluate whether we have build the well-off society in an all-round way.This paper builds an index system with 16 indexes system from four aspects on the basis of the deep understanding of well-off society in an all-round way, carding the research status at home and abroad, drawing lessons from the existing evaluation index systems which evaluate the construction of the well-off society, and also, on the basis of principles of scientific, comprehensive, representative. The index system can scientifically reflect the process of the construction of a well-off society in an all-round way in Hebei province. Thus, this index system could figure out the weakness and shortness of the construction of a weill-off society in Hebei province. This paper employs the comprehensive evaluation method to evaluate the construction of a well-off society in an all-round way in Hebei province. When selecting the target value of each index, this paper employs the international standards of indexes, national plans on social indexes and inflections of the state of the country and province in order to evaluate the construction of a well-off society in Hebei province scientifically and reasonably. When determining the weight of each index, this paper employs the principal component analysis(pca). Finally, according to the results of the evaluation of the comprehensive well-off society construction in Hebei province in 2013, the construction of a well-off society in Hebei province is slightly later than the plan of building a well-off society in an all-round way put forward by the central committee which mean that Hebei province shall accelerate the process of construction in the next few years. Through comparative analysis, this paper uses various statistical data in 2012 to compare the process of the construction of a well-off society in an all-round way in Hebei province and the construction in other provinces. It is concluded that the comprehensive well-off society construction process in Hebei province is at a hierarchical levels across the country. To describe the comprehensive well-off society construction in Hebei province more accurately, this paper uses various statistical data in 2013 to compare each region in Hebei province and uses the clustering analysis method to classify the regional construction level. The results showed that regional well-off construction level is uneven in Hebei province. It is necessary for Hebei province to make great efforts to strengthen weak areas in order to build a well-off society in an all-round way in time. To figure out the difficulties of the task of building a well-off society of Hebei province, this paper predicts the annual growth rate of each index. And the results shows that the environmental protection is the most critical task facing the comprehensive well-off society construction in Hebei province.From the analysis mentioned above, it is obvious that Hebei province should be taking economic construction as the center, strengthen the material base for building a well-off society in an all-round way to speed up the pace of urban construction, improve the level of urbanization construction, promote the development of rural economy, increasing the income of rural residents to perfect the social security system, improve social fairness and justice to strengthen environmental protection, promote the balanced and sustainable development of human beings and natural environment, accelerate the construction of a well-off society in an all-round way.
