The security problem has become very important factors restricting the development of coal industry in China. According to the statistics of China’s coal mine accident analysis in recent years, the accident occurred mainly in working face, heading face, well bore and all kinds of tunnel operation field in underground coal mining.The main factors that caused the accident are "people", who are not behavior and safety management mistakes. Therefore,strengthen the management of people to improve mine safety management is critical. This article references refinement of management thinking to mine safety management in the past, in order to start the refinement of management methods to enhance people’s unsafe behavior for management and control. Through the development of specific security objectives, level by level, detailed division of labor, the security objectives into various jobs, each stage of production. Then, through the full implementation of strict examination, a comprehensive grasp of the whole process of production safety, production safety management system standard form. With fine safety evaluation management, establish the right, responsibility, equal in the coal mine safety responsibility system and safety assessment system. Through the division of responsibility, responsibility for security assessment, concerted efforts at all levels of the organization, the staff participation, everyone will be incorporated into the security management system.
