Since the reforming and opening, China’s economy has maintained rapid growth. In the second decade of the new century, under the influence between fluctuations in the international economic environment and domestic economic contradictions, the plight of China’s economic development has become increasingly evident. Today, The main stumbling block of restricting China’s economic development include that the ability to deal with international adverse economic environment is weak, the international division of the value chain locked into low, deep-rooted of economic structural problems, overall industry overcapacity highlight, the main industry lack of the core competencies companies lack of technological and backwardness and inefficiency. How to break the economic development bottleneck and achieve a smooth economic transition have become the top priority of the new era of economic construction. Government has make the transformation of economic development mode and deepen economic reform as priorities of economic development; But how to achieve these goals requires further reflection. Enterprises are the basic economic unit in market economy, playing the role of direct participant in economic development; Therefore, the efficiency of enterprise technology and the overall quality is directly related to the level of economic development. Accelerating economic transition should enhance the technical level of enterprise, and cultivate a high level of comparative advantage in the competition to achieve their own growth. Based on this, through technology spillovers and industry associations to improve the area’s economic development level, thus promoting the overall economic restructuring, enhance regional economic competitiveness. One of the main way to achieve this target is to provide good conditions for enterprises to improve efficiency, the other is to promote a high level of efficiency and high-tech enterprise gathering. Therefore, this study focuses on diff-efficient enterprise space selection and agglomeration formation mechanism and influencing factors, as well as high-efficiency industrial clustering and the effect on economic development. Based on the existing research, focusing on learning the "new" New Economic Geography theoretical ideas, build theoretical framework of heterogeneous enterprise space selection, high-efficient enterprise agglomeration and impact on economic development. On this basis, choose the industrial enterprises as the research object, calculation and analysis of the level of efficiency; choose high-efficiency industrial enterprises in the eastern region for the study of samples. Than around the city as a unit to measure the agglomeration of high-efficiency industrial enterprises. Combining with the theoretical framework to make relevant assumptions. Subsequently, than using spatial econometrics, dynamic panel model to make the empirical research, we get the following conclusions. First, in the eastern region, high efficiency industrial enterprises impact the economic development of deeply, but the specifically affect content and mechanism are different; Second, the eastern city economy exist significant spatial relationships, spatial is an important driving force in the eastern city’s economic development; Third, high-efficiency industrial enterprises gather affected by many different factors, different regions of the effect of influencing factors are not the same; Fourth, the eastern high-efficiency industrial enterprises agglomeration "path dependence " is not significant, inter-regional there are also different, based on the market economy from the deepening of reform and improvement of efficiency of enterprise development environment two angles, made a number of practical policy recommendations.
