The so-called changing from dry land to paddy field, namely through the construction of the agricultural water conservancy projects, changing upland crops to lowland rice, in order to achieve the rotation system of rice, wheat and green manure.During the construction boom of socialism after the founding of China, our Party and government attached great importance to agriculture, especially the development of grain production, it proposed the guidelines of "food for the program", various regions of the government responded positively, made great efforts to expand the acreage of high-yielding crops. While because of rice has the high output, strong anti-adversity Etc. characteristics, becoming the obvious choice to increase the food production. With the addition of the completion of the Agricultural Cooperation Movement, the farmer has been wrapped in the control of collectivization. In the fifties and sixties of the 20th century, the northern areas closed to rivers and lakes, Party cadres at all levels led the masses to raise the climax of changing from dry land to paddy field, the lowland area of Jining lakeside inevitably involved in this reform of farming system.During the initial period of changing from dry land to paddy field, owing to the differences in planting habits, part of lakeside farmers doubted that rice planting can obtain a good harvest, feared that the loss outweights the gain, had some degree of resist.But in the era of collectivization environment, the effect is minimal, large areas of rice cultivation can be perpetuated over a long period. In the long term, changing from dry land to paddy field realized the great reform of farming system, Jining lakeside area has undergone a tremendous change, not only improved the agricultural production level significantly, improved the lives of farmers, but also promoted the development of local economic and social prosperity. Agriculture is the industry of utilize and transform nature, its development is bound to have a profound side effects to ecological environment. Changing from dry land to paddy field relieved floods, improved soil, mitigated plague of locusts, meanwhile, it resulted in the reduction of Nansi Lake water storage capacity, the weaken of wetland function, the fishery resources dropped and the water pollution.Time flies, changing from dry land to paddy field had passed about half a century, with the vicissitude of the environment and social life, part of the villages and small towns of the lakeside due to various reasons have been restored to former rainfed system, however, most of the areas are still planting rice, rice cultivation has becoming an integral part of the local agriculture. The concern is that the development of the lakeside rice cultivation now has been caught in the bottleneck period. Under the situation of the water shortage, water conservancy projects in disrepair, increasing the cost of rice planting, shortage of agricultural labor, how to promote the sustainable development of rice cultivation, elevate the rice economic benefits continuously have become an urgent problem of the lakeside areas.
