The Estimation And Analysis Of The National Wealth Based On Ecological Environment

In the last century, the huge increase of human capacity made an untouchable degree of development in European and American countries. It also made each country chase the rapid economic development from the beginning of the 20th century, especially developing countries imitated the development model of European countries, blindly flaunt this mode to reform and develop its own economy. Look back, this change of economy of the Mid 20th century has spent too many resources, caused serious environmental pollution. Environmental pollution is one of the most serious problems in many countries in this century. Look from the domestic situation, China is the world’s second largest carbon emitter, is also the most potential developing countries for energy conservation and emissions reduction. In addition, due to the environment pollution, the annual economic loss in China is huge and rising. According to statistics, the loss of economy accounts for about 15% of GDP by the ecosystem destruction and environmental pollution. Because of pollution of the environment, the cost of China’s economic development is higher than the average level of the world about 6%. Pursuit of the economic development at the expense of the environment can’t persistent, in the long term, this kind of development mode will not only causes the deterioration of the human condition, and also restricts the development of economy, cuts people’s welfare. Top priority, therefore, to face the serious environmental problems and take measures to solve this serious problem is what the Chinese government and people should do. Fortunately, we are doing, and will always do. One of the measures is choosing the appropriate national economy evaluation index. In order to revise the existing GDP as the core of the SNA, one of the measures is to establish a scientific environmental resource accounting system. At the same time of focusing on the national economic indicators, the key factors such as natural resources and environment should be incorporated into the existing system of national accounts, making it more scientific achievements evaluation system. In the last long-term, GDP growth mechanism was for assessing local government,this would make the local government pursue short-term rapid growth of GDP to complete the task, while ignoring the fundamental of long-term sustainable economic development, popular, the local government should not be "short-sighted", should be "A long line to catch a big fish". We should use a more scientific evaluation system to interpret the scientific development of the economy.The scientific indicator of accounting national economic used in this paper is the national wealth. Using this indicator to re-examine economic development in Anhui Province from 1990, we can explain real people’s welfare level scientifically and rationally in Anhui Province. The whole article is divided into two main parts:first of all, according to the relevant concepts of the comprehensive wealth of World Bank as well as inclusive wealth of the United Nations Environment Programme and the United Nations University’s International Human Dimensions Programme, we can estimate the national wealth and its structure in Anhui Province(productive capital stock, human capital and natural capital stock); secondly, this article uses classic Gross and Kruger environment model to establish the relational model between the structure of national wealth and environmental pollution indicators, aimed to analyze the impact of three kinds of capital to sustainable development in Anhui Province.According to the relevant results and analysis, we can see that:first, the proportion of natural capital in national wealth has dropped in Anhui Province. The government should increase the effective investment and reasonable use of renewable resources. The relevant departments should speed up corresponding policy in favor of renewable resources development and utilization. Second, the proportion of human capital and productive capital tends to rise. The key point of the human capital theory suggests that in economic growth, the role of human capital is greater than the role of productive capital. We need more investment in human capital investment, so can produce stimulation mechanism. So we should introduce the corresponding measures to increase human capital. Finally, the growth rate of national wealth has been slower than the growth rate of GDP in Anhui Province, it shows that the actual economic growth rate is lower than the expansion of production capacity. This verifies that the rapid growth of GDP is paid the expense of natural capital and sacrifice of ecological environment.The government should shift the policy indicators from GDP growth to the accumulation of the national wealth, or some more appropriate indicators. Because the national wealth accounts the load ecological environment what the GDP ignores. This can prompt us to build a scientific and complete index system, which adapts to the Overall pattern of socialism with Chinese characteristics "Five in One". This is the response to move public opinion, but also the inevitable choice of economic development which has entered a new normal.
