With the development of the Internet, a large number of businesses begin to use the Internet to promote their goods. Online trading market, with its rich variety of goods, low prices, convenient transaction process, etc has been gradually recognized and agreed upon by consumers. More and more consumers are accustomed to purchase goods in need online, enhancing the scale of online trading market. However, network transactions simultaneously reveal that low quality goods, poor service, false advertisement, unsafe payment, postponed transportation of goods, Internet fraud and other issues. The consumer’s rights to know, to security, to fair trade, to privacy, to claims are facing with serious threats. As the administrative department of the supervision on network transactions, ICAD must bear in mind how to effectively fulfill regulatory responsibility of supervision, how to properly protect the lawful rights and interests of online consumers and how to safeguard the healthy development of the network market. These issues combined, are worthy of being considered and are in urgent need of being settled down by different levels of ICADs.I, as an ICAD officer engaging in customer rights protection for several years, has encountered many complains about network transactions. After investigating in depth, I find out that to confirm the authentic identity of online operators is the premise of settling down the disputes of network transactions. Furthermore, since the consumers engaged in the network transactions are located in different places, it is difficult for them to acquire evidence and costly to complain. Therefore, how to decrease the cost to complain, is also an unavoidable question for ICAD. In this regard, SAIC issued a "network transaction management approach" as well as other departmental regulations, emphasizing the need to strengthening the supervision on network trade to protect consumers’lawful rights and interests, but the force appears to be inadequate before the emerging internet infringement, leading the slow pace of the protection process. So I combined cases encountered in the work, conducted the analysis of customer’s infringed rights in the network transaction and summarized the measures taken by ICAD when committing supervision while referring initiatives taken by Germany, which has advanced experiences in online trading, to explore the ways guiding natural person’s business to apply for license so that the authentic identities of online traders can be originated, to set up the dispute settlement mechanism and to find out methods to lower the consumers’ cost to complain, furthering the perfection of rights protection in network transactions and making contributions to that work.This paper is divided into six parts:The first part is the introduction, illustrating the main purpose, significance, research status, research ideas, etc. of this article. The second part describes the relevant concepts, types, characteristics and development process of network transactions. The third part describes the difficulties faced and the efforts of the ICAD in protecting the interests of consumers encountered in online transactions The fourth part describes the situation where customer’s rights and interests are suffered in the network transactions.. The fifth part summarizes the present status of protecting consumer’s rights and interests. The last part provides suggestion on how to perfect the protection system after combining all the previous discussions.
