With the acceleration of urbanization process in the new century, new-rural communities have been developed in some parts of our country by means of village remolding and village mergence to promote new socialist countryside construction. As a new type of community led by government, the new-rural community does not only mean the transformation of living space and social economy activities in rural areas, but also include reorganizations of social relationships and social structure in traditional village. The core of policy on’Agriculture, countryside and farmers’is not’make the farmers go upstairs’, but the identity conversion of rural residents. As the new-rural community is a major node of China’s urbanization, it is important to improve the quality of rural residents’urbanization in such communities.Under the guidance of urban-rural integration theory, the research gives a description of the process of rural residents’ citizenization in Yongheyuan Community in Laiwu City, and it analyzes the logical process and influencing factors with the method of deep interview and comparative study. It also tries to enrich the theory of community development with local experience.The article is divided into four chapters. The first chapter discusses the origin and meaning of choosing the topic.new-rural community means the consolidation of villages, and more importantly, it means rural residents’urbanization. In addition, it introduces research areas, research methods, study process, theoretical frame and innovations. The second chapter defines the relevant concepts. Furthermore, it summarizes the research status on rural residents’citizenization in China and abroad. The third chapter talks about the background of residents’citizenization in new-rural community, in addition, it describes the process of citizenization such as the transformation of ideology, identity, behavior and social security in Yongheyuan. Finally, the problems are pointed out. The fourth chapter analyzes the logical process and influencing factors of the rural residents’ citizenization. In conclusion, it points out the factors influencing the process of the rural residents’ citizenization in new-rural community:the grass-roots government system, market, public policy.
