Since the reform and opening up, Chinese foreign trade has developed rapidly, the volume of import and export trade has increasing year by year, the trade structure continued to improve. In the new situation and background, fulfill the foreign economic function of our country is also facing many urgent problems to be solved, to solve these problems ultimately rely on reform, and the core and key of the reform is to transform the functions of government.
