Rural human resource is a source of strength to promote the social and economic development, but also to the inevitable trend of modern development.Give full play to the policy of the basic guidance of rural human resources development, Chongqing is one of the important embody in the period of social transformation in China. Chongqing rural human resources development is the key to effective policy to follow up, but the policy lag effect and release the shortage of the hinder the further development of Chongqing rural human resources is the decisive factor, therefore, in the long run, to improve the quality of urbanization of Chongqing, realize urban and rural development and new rural construction as a whole, must be based on actual, driver development by innovation, realize the Chongqing rural human resources development and policy innovation.This paper combined with Chongqing overall social and economic development strategy and the objective reality of rural human resources development policy, detailed comb at home and abroad about the rural human resources development and the related literature of the policy innovation, in reference to the human capital theory, the new economic growth theory, the local government innovation theory and policy of ecological theory, on the basis of theory research, forming of the rural human resources development, the standardization of the rural human resources development policy innovation.Using historical analysis method, to timing overview of existing policy, grasp the Chongqing rural human resources development and characteristics of both the policy framework and based on this analysis, using empirical analysis method, from the policy releasing effect and innovation influence factor to two dimensions, explore the problems and defects in Chongqing rural human resources development policy, and through measuring inspection method, revealing the Chongqing rural human resources development and the impact factor of policy innovation, thus to Chongqing rural human resources development policy innovation put forward the corresponding countermeasures and Suggestions.The main content of this thesis can be divided into introduction, theoretical research, empirical research and countermeasure research four parts, a total of seven chapters.Chapter 1 is the introduction part:based on the research background, significance and research status at home and abroad in detail, establish the research idea, method and content, and put forward the research possible innovation points.Chapter 2 for the theoretical research part:through the relevant theoretical reference and definition, identification of rural human resources development effect and its innovation policy mechanism, providing theoretical basis for research and logic starting point;Chapter 3-5 for the empirical study part, chapter 3, in the form of sequential overview comb since Chongqing Chongqing rural human resources development policy, perspective both the policy framework and its evolution characteristics;Chapter 4 through to the Chongqing rural human resources development and the present situation of the problem description, empirical analysis of the existing policy effect, reveal the current rural human resources development policy effect the release of the hindering factors of insufficient;In chapter 5, according to the current situation of the development of Chongqing scientific selection index system, the policy innovation of rural human resources development in Chongqing the influence factors of the empirical analysis.Chapter 6 for the countermeasure research part:Chongqing rural human resources development countermeasures and Suggestions of policy innovation.This paper has following several basic conclusions.1.
