Since entering in twenty-first Century, Chinese economic is developing rapidly, and the competition between companies is becoming more and more intense. For state-owned enterprises, except the rich material resources and capital resources, for the rational utilization of human resources of state-owned enterprises is the important way to maintain the competitiveness and sustainable development ability in the fierce competition in the market. H company is the large state-owned enterprises in Hangzhou economic and Technological Development Zone to its human resource management is lack of enough attention, especially there are many problems in the incentive to employees, which greatly hindered the development of H company. This paper, in response to this situation, has designed H company’s employee incentive scheme.This paper takes H company as the research object, a variety of classical motivation theory were comprehensively reviewed. Then through the survey of employee incentive status of H company, this paper used the method of questionnaire investigation and interview, sums up the problems and shortcomings of current employees of H company motivation. In carries on the thorough analysis to these problems, this paper carries on the improvement to the H company’s employee incentive system from the following three aspects, constructs a set of targeted and ability, incentive employee incentive plan: first, improve the bandwidth compensation design of salary incentive system based on the balanced scorecard method; second based on the detailed and reasonable performance incentive mechanism; third, from many aspects such as enterprise culture to enrich the spiritual incentive system.Optimization of H company after the incentive scheme to enhance employee satisfaction and enthusiasm, the business staff complained of injustice, negative work situation improved, the various departments of the cohesion was significantly enhanced.
