With the rapid development of China’s economy, road construction also will develop. As a national infrastructure investment projects, the most notable feature of highway construction project is a long period, a large investment.Life-cycle cost analysis is a technical situation based on the principle of economic analysis to evaluate the long-term economic benefits of Various programs. More and more domestic road sector apply this method to such long-term projects as highway projects. As the most important components in the life cycle cost, The user cost is able to play a leading role in the case of heavy traffic.Road user costs in the whole life cycle including two forms, the user costs of the normal operation and user costs of construction zone.This paper introduces the composition of the user cost and built models through theoretical analysis. The model is mainly including a vehicle capable to run a quantitative analysis to operate cost model,the travel time cost model and accident cost model,in order to determine the user cost affecting factors more informed, detailed analysis the relationship between speed and driving comfort, explain the relationship between road- vehicles- human body more scientifically.Then, determine the main factors analysis of user costs according to the model, leads to the traveling effects of construction area to road users, and details of the capacity of the construction area,the characteristics of traffic flow, provide a theoretical basis for the user cost model behind construction area.Thirdly, the length of the construction area,speed limit of the construction area, the construction duration as a variable to establish the total cost model of construction area, including the construction maintenance cost model and construction area user cost model.Finally, bring the total cost model as the objective function into the projects and the use of intelligent computer algorithms to optimize the setting of construction area to achieve the goals of total cost lowest of construction.Therefore, this article will research the user cost of the normal operation from the theoretical aspects, then the research results as a basis for the construction area of the user cost study, in order to achieve the purpose of use resources effectively and reduce user cost by analyzing and improve the setting of construction area.
