The City Usury Under The Angle Of View Of Social Action Theory

As a means of cruel deprivation borrowers of private property, especially in the old society of China. After the founding of new country, with the planned economy system, the economic activity is strictly prohibited. However, with the reform of the economic system, the usury activity appeared again, and began to spread in the city. In recent years, because of owed the usury, which led to businessman bankruptcy and escape; such news frequently appear in newspapers; that the state-owned enterprise employee misappropriation of public funds to loan sharking,etc., caused the attention of people. Usury became profiteering from illegal economic activities. It not only affects the normal operation of the economy, but also bring great risks to social security, because of its industrial chain is connected with the underworld. Usury activity has evolved into a social problem from an economic issue, behind this change has a profound social reasons. At present, our approach to the problem is simply by law, or banned. Practice has proved, the method cannot effectively prevent the breeding and spread of usury activity. Therefore, only to explore the usury from the root, to dig out the essence.Based on these ideas, the author interviews with lenders to get information. Analysis of individual action evolved into the process of social action using the Social Action Theory, fundamentally explain why usury activity rise again? How is it spread? How it interacts with other systems in the social structure?The first part of this article introduces the origin of selecting the topic and the research significance, reviews the related literature, and determines the research perspective through the summary of related theory. The first chapter introduces the origin and development of city usury; the second chapter analysis the city usury as a unit action, from four aspects: the lenders, goals, context and specification, and have a discussion; the third chapter analyzes the process of city usury evolved as a social action by the unit action. The author thinks that the reasons for this change are: the establishment of new interactive structure and the actor’s values’ externalization; the forth chapter mainly analysis the city usury from the angle of context configuration and the standard orientation, and revealing how does the external environment affect to the social action; the last chapter is a summary.
