In order to put the strategy of invigorating China through the development of science and education effectively,Ministry of Science and Technology and Ministry of Finance of PRC act out the role of the dominating and promoting the “Technology Fumin County Special Action Plan”(which is abbreviated as“Action Plan” below)in 2005.“Action Plan” focus on the combination of technology and natural resources into industries in developing areas,which can promote farmers' income and contribute to the economic growth.As a national strategy which matters vital to the people's livelihood,“Action Plan” bears the weight of people's wish.Thus its effectiveness is highly concerned.Against this background,Ministry of Science and Technology of PRC announces the executive condition of this strategy every year,a lot of scholars investigate the project industries?capital investment achievements?service mechanism of “Action Plan”.However,these data give little concern to those problems existing in the process of “Action Plan”.Aiming to solve this problem,this thesis analyses the practical situation of economy?society and environment of those eight pilot towns as Jinfeng County in Ningxia Province,He County in Anhui Province,Fuyuan County in Heilongjiang Province and so on through theoretical research?conclusion and summary,thus gives suggestions.As economic effectiveness,those pilot towns have formed industries with certain scale in limited expenditure and human resources,integrating with those natural resources,therefore it drives the expenditure of farmers' income and fiscal revenue in general.But there are still problems such as shortage in talent vigor and low fund utilization rate in some areas.In order to result in better economic effectiveness,this essay gives suggestions as stimulating the talent's vitality and increasing the efficiency of funds.As social effectiveness,those pilot towns have reinforced employment skill training,thus it promotes farmers' employ-ability skill and increases farmers' employment opportunity through the combination of technology and agriculture.Therefore it accelerates the standard of agricultural modernization in general.But the implementation of “Action Plan” means enlarging the scale of plantation and cultivation.If there's no scientific planning beforehand,or if there's no supervision in the process,there may be a series of social problems such as hazards to people's health and litigation cases.In order to result in better social effectiveness,this essay gives suggestions as establishing overall project standard analysis and strengthing supervision on project process.As environmental effectiveness,those pilot towns have enhanced the execution of energy conservation and emission reduction,implemented the principle of cyclic utilization,and preliminarily improved the environment quality in general.And if there's no supervision,some performers may increase investment in pesticide and chemical fertilizer in order to meet the goal of processing and marketing.Thus it will accumulate pressures on local vegetation/water sourcce and atmosphere.In order to result in better environmental effectiveness,this essay gives suggestions as bringing in independent third party inspection agencies?establishing reasonable specification acceptance criteria and strengthening exchanges and cooperation between different projects.
