Under the background of complex economic environment both at home and abroad, the increasingly competitive market and strict restraint in China banking industry, China commercial banks are facing the new rules and the challenges. As a kind of such company that provides finance service, the commercial bank’s final target is to make value maximum. It is obviously viewed that performance evaluation is the key way to realize the cooperation with division labors and the distribution mechanism of mutual benefit. The research of commercial bank’s performance evaluation will not only improve the study but also summarize related experience and explore new fields. It is meaningful to seek a scientific performance evaluation system and develop a reasonable performance evaluation platform aimed at achieving strategic goals of the whole bank.In order to understand integrally the meaning of performance evaluation system to commercial banks, this paper firstly summarizes related theories and research process about performance and management accounting. Also, the research process and results about this area at home and abroad are included in the paper. Taking X bank’s performance evaluation system for example, the article then reviews the whole situation and development process of X bank and introduces basic background, main goals, design ideas, practical implementation ways and ultimate effects, in order to give a brief view of principal characters and basic philosophy of performance evaluation platform in China banking industry and offer helpful suggestions about the use of performance evaluation system to our banks or varieties of corporations in other fields.There are literature study, standard research method and system analysis in this paper. Generally speaking, this article consists of six parts:The First chapter gives a general overview of research background and research significance, underlining that a scientific and efficient performance evaluation platform is the most pressing develop priority for our commercial banks. Only by doing that as soon as possible can our commercial banks ensure the survivals in the fierce competition and constantly improve the overall operation capability. With the guide of reasonable and clear performance evaluation system, our commercial banks will build innovative business models, capture the new growth points of interest and make the most of limited business resources to promote stronger and bigger banks. Also, this part makes a literal review of domestic and foreign study to lay the theoretical foundation for further practical analysis. Last but not the least, this part shows the research framework and methods.The second part mainly discusses related concepts about performance evaluation, including definition, significance, process and all kinds of theoretical ways. The Balanced Score Card is emphasized in this part. The thesis reviews the indicators of financial class, customer class, internal processes classes and learning and growth class in The Balanced Scorecard, thus taking into account the financial indicators and non-financial indicators, results indicators and process indicators. The main goal of The Balanced Scorecard is to make all the resources and operations contribute to long-term development goals.The third chapter talks about the case study. This part not only briefly introduces the situation and development process of X bank, but also points out several disadvantages and drawbacks of old performance evaluation of X bank. By comparison, we can find further improvement direction of new performance evaluation platform, thus explaining the necessity and importance of the new applied MOVA(Model of Value Accounting) of, which is the most innovative and valuable business model of X bank in recent years.Aimed to give an all-dimensional explanation about MOVA(Model of Value Accounting), the fourth chapter is the core part of the whole paper and describes background environment, expected goals, basic ideas, design philosophy, technological means, different kinds of flowcharts and implementation achievements of MOVA(Model of Value Accounting). This part builds a set of performance evaluation index system, which combines the main idea of The Balanced Score Card with the principle of EVA evaluation and economic capital appraisal methods. Through the display and analysis about MOVA, we can not only understand the full use of Balanced Scorecard in multi-body, multi-dimension and multi-factor of X bank, but also attach the importance to unified evaluation platform and evaluation data. This part also discusses value connotation about commercial banks and constructs framework in order to explore models to realize the value creation and improve mechanism to share value with mutual benefit By analyzing the real case study, our other banks and even other kinds of corporation may also get inspired about the establishment of performance evaluation system, so that they can build more^specific and suitable platform in the future.The fifth and sixth part make the final conclusion and give some suggestion and innovation thoughts about centralized finance for commercial banks. The former chapter proposes further suggestions and forecast for improvements of X bank’s new performance evaluation platform, while the latter gives a full paper summary and notes the innovations and deficiencies of this research, thus providing reference ideas for further research fields.
