Study On Rural Collective Non-farming Construction Land Conversion In Shenzhen

It is well known that China is featured with a large population, less land of per capita and deficient reservation of arable land resource. Therefore, it is of great realistic significance to revitalize urban and rural land capital, enhance land use efficiency, effectively protect arable land as well as maintain socially and economic ally sustainable development in China. The thesis is devoted to the research on the fundamental theory and practice policies of land transference, focusing on the primary concepts, historical evolution, theoretical basis, experiences in the other countries, current problems and the law governing domestic land transference. On a basis of the research and discussion above, the thesis puts forward some strategies for the establishment and complement of land transference systems in China. To realize this goal, we must carry on rational land resource conversing and reconfigure land resource, in order to give full play to the utility of each land.At present, the domestic and international scholars have gone deep into the study of state-run land conversion of city relatively, and have already formulated relatively systematic and perfect mode and implementing standard in this field. However, it is still in stage of starting to research into rural collective Land conversion, and the main content of research is concentrated on how to standardize the conversion system of rural collective land. But basic research of relevant economic theory involved in circulating is relatively little, which leads to the fact that the results of study have not good operation quality and guidance in the real work.In view of this, this paper goes on the systematic and helpful research into primary contents of land transference , home and abroad research , theoretical basis , then analyze the meaning of land transference and rural collective non-farming construction land transference systems . on the basis of the foregoing contents , this dissertations ,taking Longgang District of Shenzhen City as an example , analyze a series of problems systematically and finally puts forward some countermeasures .The first chapter deals with the significance of the study, the theme, background, meaning, existing problems, research methods. Chapter two of this paper reveals the contents and the meaning of land transference .In chapter three , the author mainly introduces the theoretical basis for the rural collective non-farming construction land including legal theoretical basis and economic theoretical basis. Chapter four, the authormainly deals with the background of the transference, the present situation of rural collective non-farming construction land in Shenzhen, the main forms of the transference, and the causes of the transference. In chapter five , the author analyses the existing problems of the transference, the obstacles and the problems to be solved. In the six chapter, methods and measures of standardizing the transference of the right to the use of rural collective non-farming construction land transference in Shenzhen are put forward on the basis of the foregoing chapter.In sum, this study aims at probing how to realize rational and effective rural collective Land conversion through the discussion of theories and methods of rural collective Land circulation. This study has important realistic meaning of strengthening land resource management and realizing the rational and effective conversion of rural collective land resource of Shenzhen.
